Under general direction of the Assistant Library Director Public Services, or designee, the Youth Services Manager is responsible for managing the staff, division budget, and activities of the Youth Services Division. The Youth Services Manager also serves as a member of the Library Management Team to assist with the development and implementation of Library policies and procedures, supervision of personnel, planning, process improvements, and organization of services to the public.

Essential Job Functions :
- Implements and conveys Library policies, and procedures.
- Evaluates and adjusts Youth services' library functions and services to meet the needs of the community in accordance with the Library's Mission.
- Hires, directs, instructs, schedules, reviews and evaluates Youth Services staff.
- Evaluates and makes recommendations on staff development needs, staffing allocations, disciplinary actions and other Youth Services division personnel matters.
- Plans, coordinates and reviews the work plan for assigned employees to include work activities, projects and programs.
- Meets with assigned staff to identify and resolve problems
- Establishes performance measures and standards for subordinates and evaluates performance of subordinates against those measures.
- Develops and monitors the Youth Services Division's annual budget including the approval of invoices, budget transfers and other financial documents, prepares and monitors the Youth Services annual operating budget, makes recommendations for maximizing fiscal effectiveness and efficiency.
- Under the direction of the Assistant Library Director Public Services assists with annual Library budget development.
- Works with the Assistant Director Public Services and other members of the management team to develop long-range and strategic plans for the Library System.
- Works with Library Management Team in the creation and implementation of the Library's public service needs and in determining public service goals and objectives.
- Assists in the creation and implementation of library policies and procedures.
- Manages the creation of special collections within the Youth Services Division.
- Represents the Library to citizens, elected officials, and professional associations.
- Develops orientation programs, in-service training and continuing education opportunities for staff who serve in Youth Services.
- Monitors trends, developments, technologies, products, and practices in professional library journals, web sites, Internet contacts, and through meetings, conferences and training.
- Directs, evaluates, and provides programs for library patrons of all ages.
- Submits monthly narrative, statistical, productivity and activity reports.
- Directs the daily operations of Tot's Town and Kid's Club.
- Prioritizes the necessary marketing and publicity for library programs and services.
- Responds to escalated patron concerns and resolves issues.
- Develops and maintains standard operating procedures and training documentation.
Other Important Duties :
May be subject to working extended hours, nights and weekends.Assists with providing professional coverage of reference desks as needed.Travels to attend meetings, conferences and training.Performs other related duties as assigned.Regular and consistent attendance for the assigned work hours is essential.Required Knowledge and Skills :
Knowledge of City policies and procedures.Knowledge of the mission, principles and best practices in librarianship.Knowledge of customer service practices and library trends and innovations.Knowledge of library classification and reference systems.Knowledge of reference material and the provision of information services related to library programs, services and activities.Knowledge and understanding of the operation of the equipment in Tot's Town and Kid's Club.Knowledge and understanding of the audio and visual equipment.Understanding of library principles, goals and philosophy of service.Proficiency in the use of computers and related equipment, hardware and software.Proficiency in effective oral and written communications.Skill in relating to and working with subordinates and patrons.Skill in planning and implementing unit procedures and objectives.Skill in effectively supervising and delegating duties to assigned staff.Skill in resolving customer complaints and concerns.Education, Experience, and Certifications :
Masters Degree in Library Science from an American Library Association accredited University, and five (5) years progressively responsible Librarian experience or equivalent combination of education and experience that support the ability to perform the essential functions and / or skills of the job.Must have two (2) years in a supervisory or manager role.Must pass pre-employment drug screen, criminal background check and MVR check.Must possess State of Texas Drivers License.Environmental Factors and Conditions / Physical Requirements :
Work is performed in a public library environment.May be subject to repetitive motion such as typing, data entry and vision to monitor.May be subject to occasional bending, reaching, kneeling and lifting such as retrieving or replacing books and materials.May be subject to working extended hours, nights and weekends.Must be able to lift up to 30 pounds.Equipment and Tools Utilized :
