We are seeking a Deputy Program Manager to support major water and wastewater infrastructure programs in Shreveport, Louisiana . This full-time, on-site role is part of our growing national Water Practice , and offers a unique opportunity to help manage one of the most impactful capital investment programs in the region— Clean Water Shreveport (CWS) and Renew Shreveport .
In this role, you’ll work alongside senior leadership and program management teams to oversee project execution, stakeholder coordination, and regulatory compliance across multi-disciplinary water and wastewater initiatives. This is a strategic position that blends engineering expertise, program delivery, and leadership to support long-term utility transformation.
Key Responsibilities
Support the Program Manager in the execution and oversight of water and wastewater capital programs, including planning, design, construction, and compliance activities.
Provide technical and managerial leadership to a multi-disciplinary team of engineers, planners, and support staff.
Coordinate across project disciplines to ensure efficient, cost-effective delivery of program services.
Lead or assist in key program functions such as :
Project controls and reporting
Regulatory compliance and permitting
Public and stakeholder engagement
Financial tracking and budgeting
Data and asset management
Manage program risks, track performance metrics, and drive continuous improvement.
Assist with negotiations involving regulatory agencies and present technical information to both technical and non-technical audiences.
Support business development, including client relationship management and pursuit strategy.
Lead and mentor junior staff, supporting talent development and team growth.
Collaborate with other consultants, contractors, and agencies to build effective project delivery teams.
Qualifications
Bachelor’s degree in Engineering, Construction Management , or a related field from an accredited institution.
Minimum 5 years of relevant experience (10+ preferred) in water / wastewater utilities or capital program management.
Strong understanding of Clean Water Act , Consent Decrees, and federal / state water regulations.
Experience in project delivery, design oversight, or construction management preferred.
Familiarity with Primavera , or similar program and change management tools is a plus.
Excellent written and verbal communication skills with the ability to present complex topics to diverse audiences.
Demonstrated leadership and team-building abilities in multidisciplinary environments.
High proficiency in Microsoft Office .
Ability to travel up to 50% and work onsite at the Program Management Office in Shreveport .
Preferred Qualifications
Experience with utility capital planning , infrastructure investment programs, or municipal utilities.
Knowledge of CSO / SSO regulatory programs and wet-weather management technologies.
Experience with stakeholder engagement , public communication, and conflict resolution.
Demonstrated success in leading high-visibility or large-scale infrastructure programs.
