Where You Will Work : The Bureau of Field Operations is responsible for the survey and certification process of health care facilities across the State of Florida. These surveys ensure that all state licensed, and federally certified health care facilities meet the established state and / or federal requirements and patients and residents receive safe, quality health care. Field Operations staff also ensure the safety of residents in health care facilities when emergencies such as natural disasters occur.
The Work You Will Do :
This is a highly responsible independent position that serves as part of the Agency's Emergency Preparedness and Response Team. This position has been identified as mission essential. The incumbent in this position may be required to work during the weekend or on holidays. In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and / or beyond normal work hours or days in the event of an emergency. This position has extensive knowledge of state and federal regulations as they pertain to emergency preparedness and is responsible for conducting outreach related to emergency management for State programs. Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work. Emergency duties may include, but are not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Conducts outreach to providers and other stakeholders related to emergency planning and response as directed. This includes emergency preparedness surveys, generator monitoring, post-incident assessments, as well as onsite revisits and desk review revisits. Reports of findings will be completed within assigned timeframe, following standardized documentation requirements. Performs training for providers and surveyors. This will include provision of training regarding emergency management principles, Comprehensive Emergency Management Plan requirements, AHCA's Continuity of Operations Plan (COOP), and other training as directed by AHCA management. Assists with development of emergency preparedness and response training and training tools and performs training for Agency staff to assist with preparedness and response activities. Participates in meetings. This may include AHCA staff meetings, provider or association meetings, as well as health care coalition meetings. This incumbent in this position will learn to conduct inspections utilizing an established survey process. The survey process includes evaluation of health care facilities for state licensure and federal certification requirements for participation under Medicare / Medicaid. The incumbent will document findings and complete written reports of survey findings. The incumbent may be required to perform surveys as an individual, team member or team leader. As assigned by management, this position may be required to successfully complete the Surveyor Minimum Qualifications Test and any other training for the providers in which the incumbent will survey. The incumbent must be proficient with computer equipment and software programs, such as Microsoft Word and Outlook, as well as smart phone technology. The incumbent must also be available to work before and after normal work hours including weekends and holidays. This position may require extensive travel, including significant overnight travel. Successful completion of a criminal background investigation is a condition of employment. A good attendance record is essential for any individual in this position as the work involved occurs daily and is time-critical. The individual in this position is expected to report to work daily and on time. Leave must be requested in advance with the exception of emergency circumstances not under the control of the employee.

Minimum Qualifications Requirements
Four years of professional or nonprofessional experience in health, social, economic or rehabilitation programs. A bachelor's degree from an accredited college or university in a related field as described above can substitute on a year-for-year basis for the required experience. Preference will be given to candidates with emergency preparedness and / or response related experience.
