Program Manager

This is a grant-funded position subject to external funding. The Program Manager oversees the coordination and administration of all aspects of the Youth Diversion Program and facility, including participant recruiting, planning, organizing, data capture and analysis, grant management and reporting, and leading program activities and services. The Program Manager will ensure the quality of services through supervision of Case Managers, Clinicians, and Paraprofessionals as assigned.

Role and Responsibilities

The primary duties include but are not limited to the following :

  • Staffing and Leadership
  • Ensures that service delivery is performed according to the mission, policies, and procedures of the organization and the grant requirements
  • Supervise program staff by providing direction, input, feedback, and performance reviews
  • Delegates appropriate tasks and oversees all work assignments
  • Meet with the youth diversion team weekly to review program compliance, identify problem areas, and recommend changes to improve program performance and services
  • The Program Manager is responsible for planning, guiding, and facilitating weekly groups to assist youth in meeting identified goals
  • The Program Manager is expected to participate in services provision and engage in services with the Team
  • Planning and Organizing Diversion Programming
  • Plan the delivery of the overall program and its activities in accordance with the mission and goals outlined in the grant objectives
  • Participate in the development and management of the new Behavioral Health Partnership Workgroup (BHPW) in Fulton County with DBHDD, FCJC, and FCS as key stakeholders
  • Develop innovative new initiatives to promote recruitment and meet community and member needs
  • Develop and implement long-term goals and objectives to achieve successful outcomes for the program
  • Guide the development and implementation of program activities and services
  • As needed, assist in screening applicants promptly and responsively to identify the level of need efficiently and direct individuals to appropriate services
  • Community Relationships, Marketing, and Referrals
  • Develop, implement, and evaluate recruitment efforts to secure new members and referral partners
  • Identify recruitment opportunities from within CHRIS 180 and externally
  • Identify and develop partnerships that improve members' access to needed opportunities, including employment, education, and housing strategies to increase participation
  • Provide training on youth diversion to community partners
  • Develop interagency community network relationships which improve access to relevant community services and benefits through acting as a liaison with community agencies and other social service resources
  • Educate the community and provide training about the youth diversion program and Fulton County DBHDD
  • Participate in community work groups and meetings as deemed appropriate
  • Liaise with other managers to ensure effective and efficient service delivery
  • Budget and Spending
  • Develop an annual budget and operating plan to support the program
  • Ensure that the program operates within the approved budget
  • Complete quarterly budget audits
  • Monitor and approve all budgeted program expenditures
  • Manage all project funds according to established accounting policies and procedures
  • Provide required information to have invoices generated and submitted to funders according to the established timelines
  • Reporting
  • Communicate with funders as outlined in funding agreements
  • Write reports on the program as required / requested for management and funders
  • Represents Fulton County Government and the Youth Diversion Program at community and business meetings

Qualifications / Competencies

  • Bachelor's degree in human service field i.e., Social Work, Counseling, Psychology, or Criminal Justice. Preferred master's degree in counseling, Social Work, or Public Administration. 5 years relevant experience acceptable
  • Knowledge of mental health diagnosis, emotional and / or behavior concerns and effective interventions
  • 3-5 years of experience working with adolescents with mental health diagnosis, emotional and / or behavior disorders
  • Experience and / or knowledge working with young adults and family in community-based settings
  • Knowledge of program management, preferably in the nonprofit and / or human services sector
  • Demonstrated knowledge and experience in building community partnerships
  • Excellent verbal, written interpersonal communication and presentation skills
  • Demonstrated knowledge of community resources
  • Ability to manage and organize multiple projects
  • Ability to work flexible schedule to include evenings and weekends as needed

  • Ability to communicate using appropriate tone and professionalism when corresponding verbally or written (as well as proper usage of grammar and spelling)
  • Ability to adapt to changing needs and requirements
  • Ability to manage workload by having a clear understanding of task / project and set realistic timelines and goals

  • Salary : 50k-60k (Depending on experience)

  • Schedule : This is a full-time position with mandatory weekend availability. Program focus includes afterschool programs, so typical schedule consists of 11 : 00am 7 : 00pm but requires flexibility.
