VENTURA COUNTY
The Countys 1873 square miles include 1846 square miles of land with 42 miles of coastline which is home to the following cities and points of interest : Camarillo Fillmore Moorpark Ojai Oxnard Port Hueneme Santa Paula Simi Valley Thousand Oaks and Ventura as well as national protected areas such as parts of the Angeles National Forest Channel Islands National Park and the Santa Monica Mountains National Recreation Area.
Ventura County is a general law county governed by a five-member elected-by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget day-to-day operations and to advise assist and act as an agent for the Board of Supervisors in all matters under the Boards jurisdiction.
THE AGENCY
The primary goal of the Resource Management Agency (RMA) is to protect the health safety and welfare of the general public through administration and enforcement of County ordinances Board policy and state and federal laws regarding land use and commercial and environmental regulation. The agency includes five divisions : Environmental Health Building & Safety Code Compliance Operations and Planning. RMA also plays an important role in economic development by assisting County residents and businesses in obtaining permits needed to construct new or reconfigured buildings start new businesses such as home occupations restaurants and food service establishments and agricultural enterprises.

THE DIVISION
The mission of the EHD is to protect public health and the environment by ensuring conformance with State laws and County ordinances pertaining to the following programs : food protection hazardous materials hazardous waste onsite wastewater treatment systems land use medical waste ocean water quality monitoring recreational health solid waste underground storage tanks and vector control.
THE POSITION
Under immediate to general supervision performs work leading to the acquisition of a thorough knowledge of applicable codes laws regulations practices ordinances and policies in the Environmental Health Division of the Resource Management Agency.
The ideal candidate will have customer service experience in providing services to the public have knowledge of Environmental Health possess good interpersonal skills to effectively communicate with managers employees and applicants be an excellent team player and have proficient computer skills including data base and file tracking systems.
PAYROLL TITLES AND APPROXIMATE SALARIES :
Resource Management Agency Technician I Environmental Health $25.09 $35.02 per hour
Resource Management Agency Technician II Environmental Health $26.88 $37.53 per hour

EDUCATION TRAINING AND EXPERIENCE :
RMA Technician I Environmental Health
To qualify for this classification an individual must possess any combination of education and experience that would likely produce the required knowledge skills and abilities. An example of qualifying education / experience is :
Possession of an associate degree with emphasis in biology chemistry microbiology zoology or a related field is desired.
RMA Technician II Environmental Health
Some experience in environmental health which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities may also be obtained by completion of an Associate of Science degree with emphasis in biology chemistry microbiology zoology or a related field AND six (6) months of experience in a related environmental health discipline OR possession of a related bachelors degree

Some to working knowledge : ordinances policies and procedures related to environmental health; environmental health methods and terminology; environmental health programs or services; federal state and local laws and regulations related to environmental health practices; and computer programs including input and generating reports from database systems.
Some to working ability to : collect interpret and evaluate data; understand local ordinances; prepare reasonably clear and concise written reports; communicate effectively orally and in writing; establish and maintain effective relationships with the public and other employees on a team; and organize work projects managing multiple tasks and deadlines with minimal supervision.
Some to working skill : in customer service and cash handling including reconciliation procedures.

TRAINING and EXPERIENCE EVALUATION - A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated a T&E applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored / ranked in relation to one another; consequently when the pool of candidates is exceptionally strong many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
ELIGIBLE LIST
If there are three (3) or fewer qualified applicants an examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list. Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term) Intermittent and Extra Help vacancies for this and similar positions within the Resource Management Agency. There is currently one (1) Regular vacancy within the Environmental Health Division CUPA Program.
NOTE : If appointed at the lower level incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.
