TROLLEY PROGRAM MANAGER

Trolley Program Coordinator

This position is responsible for coordinating the daily operations, maintenance, services, and development of the City's Trolley Program and transit amenities. Responsible for managing the daily operational functions of the City's trolley and the maintenance of the transit amenities. Requires ability to exercise sound independent judgment and ensure compliance with pertinent Federal, State, and local laws, mandates, priorities, objectives, regulations and guidelines in the operation of the Trolley systems. Responsibilities include monitoring the quality of services delivered by contractors, consultants, and service providers, assisting with Trolley marketing and promotional activities, budgeting, fundraising, public relations, and other administrative related duties, as needed. The position requires the ability to work irregular hours, including nights and weekends. Serve as a resource and advisor to the Director concerning the Trolley Program.

Provides direction to service provider(s) in the performance of Trolley system operational functions to ensure the quality of services delivered. Ensure services are delivered in accordance with policies, procedures, performance standards, and contract specifications. Coordinates and conducts trolley driver training as required. Performs weekly field evaluation / inspection of Trolleys, amenities, and related infrastructure. Ensures compliance with all Federal, State, County and local regulations related to the operation of the City trolley. Prepares and submit required documentation and compliance items. Monitors expenditures of grant funds. Monitors expenditures of funds received from Half-A-Penny Transportation Surtax. Maintain records and submit reports to regulating agencies as required. Prepare bid specifications to procure materials and services. Prepares daily and monthly Public Works Department project progress reports. Assist in developing and implementing policies, procedures, and performance standards for Trolley operation and infrastructure. Research, prepare, and submit grant applications to County, State, and Federal government. Review and approves invoices. Coordinates Trolley activities for after-hours City sponsored events. Ensures Trolley's maintenance schedule is performed as required by the vehicle's manufacturer. Enforces that Trolley is maintained in a clean and neat condition acceptable to the City. Implements marketing, public relations and promotional services for the Trolley. Conducts surveys of the Trolley ridership and community to monitor efficiency and effectiveness of services. Respond to inquiries concerning the program and its services. Resolves passenger complaints. Makes presentations to the City Council and community organizations; including required Public Hearings. Maintains and prepares daily, weekly, and monthly Trolley ridership reports. Manage amenities and bus stops database. Responsible for management and execution of the passenger amenities contract. Prepare Council agenda memo. Attend and present at Council meetings. Coordinate amenities placement and repairs. Receive, evaluate and respond to amenity requests. Must be on call during trolley hours of operation. Monitors and updates any City Phone APPs and City Website associated with the operation of the trolley and other updates as required. Performs other related duties as assigned.

Considerable knowledge of administrative office duties. Knowledge of and ability to apply modern technics and tools used to produce effective mass mail communication. Skilled in grant preparation and marketing activities. Skilled in the use of a personal computer and other modern office equipment. Ability to effectively manage multiple tasks and adjust work priorities as needed. Ability to navigate a variety of computer software and applications. Ability to communicate effectively both orally and in writing and understand and follow oral and written instructions. Ability to work independently. Ability to establish and maintain effective relationships with co-workers, other departments, council members, contractors, and the general public within a very diverse community demographic. Ability to consistently exercise considerable tact when interfacing with confrontational individuals by telephone and in person. Bachelor's degree in Public Administration, Business Administration or related field and two (2) years of field experience in the area of transit operation and transit infrastructure required. Must possess and maintain a valid driver's licenses and satisfactory driving history throughout employment. Equivalent combination of education and experience that provides the required knowledge, skills and abilities may be considered.

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to fingers, handle, feel or operate objects, tolls, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop; kneel, crouch, or crawl; talk or hear; and smell. Work is performed in office and outdoor. Tasks may require exposure to adverse environmental conditions. This position requires being on call during Trolley hours of operation. It also requires attending City Transit sponsored events on weekends and after regular working hours. The employee must occasionally lift and / or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The noise level in the work environment is usually low to moderate.
