The Idaho Department of Lands (IDL) is seeking a full-time Financial Specialist, Senior - Budget Analyst. This position will be located at our Boise Staff Office in Boise, ID.

Description

To perform a full range of advanced professional financial duties requiring the application of accounting and / or auditing theory, principles, and practices; perform related work.

Responsibilities :

Primary responsibilities include annual budget preparation, budget distribution, financial management support, preparing expenditure adjustments, analyzing and researching G / L account activity, preparing G / L reconciliations, updating monthly budget to actual reports, ensuring sufficient budget for HR compensation requests, updating and maintaining our FTE report, and oversight of federal grants and reporting.

Minimum Qualifications

Good knowledge of :

• Accounting principles and practices

Experience :

Developing and preparing financial documents

Using a personal computer to develop, analyze, and report on financial data

Analyzing financial activities and recommending management action

Desired Qualifications

Experience developing and preparing financial documents

Analyzing large quantities of financial data and recommending management action

Developing a budget and preparing financial reports

Knowledge of state budget processes preferred

Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing and reporting

Documenting business processes

Highly proficient in Excel with experience in advanced Excel functions and data manipulation / analysis (VLOOKUP, SUMIF, conditional formatting, pivot tables, etc.)

Under the direction of the Idaho State Board of Land Commissioners () , IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managing endowment trust lands () is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways () , and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state.
