INFORMATION TECHNOLOGY MANAGER I

Job Description and Duties

Under general direction from the Assistant Division Chief, Business Systems Bureau, the Information Technology Manager I (ITM I), through subordinate supervisors, provides leadership and management oversight of Information Technology application development functions within the State Controller’s Office (SCO), Application Development and Maintenance Section (ADaMS).

The ITM I plans, organizes, directs, and evaluates the Software Development Life Cycle (SDLC) activities used to develop and maintain enterprise-wide, highly complex electronic information processing applications. They will establish both short and long-range goals to meet established objectives of the Strategic Plan and allocate resources to achieve objectives in the most effective and efficient manner.

Duties performed :

• Provide leadership and guidance to subordinate supervisors to coordinate and oversee automation projects which may cross divisional or departmental boundaries.
• Provide overall direction to establish priorities, allocate staff and optimize resources towards the achievement of identified business program goals.
• Monitor, evaluate, and report on the progress of development activities against established milestones and cost estimates.
• Monitor risks and issues related to application development or maintenance tasks and provide escalation management as needed.
• Develop and monitor controls to evaluate the quality of services provided.
• Determine when contract resources are necessary to support SCO goals, including identifying, acquiring, and managing vendor contract resources.
• Manage and evaluate the effectiveness of SDLC processes and continuously implement process improvements to improve maturity and the quality of IT services.
• Direct and establish efforts to innovate and better support business program goals and objectives.
• Establish metrics to measure program success and report outcomes to the organization.
• Participate in the Division strategic planning process, providing input to and in support of implementation of the SCO IT Strategic Plan.
• Maintain knowledge on emerging trends in information technologies and practices.
• Provide technical expertise and education to program managers to make business decisions on IT related endeavors.
• Develop strategies to transition legacy applications to more current technologies. Participate in the development of SCO IT policies and strategies.
• Support SCO enterprise architecture, project management, business analysis, and information security practices.
• Develop staffing plans to accomplish Division goals and objectives in accordance with organizational mission and strategic goals.
• Maintain high performance teams through proactive coaching and mentoring of direct reports.
• Promote a learning culture by developing individual training plans and facilitating cross training across the section.
• Foster methods of creative decision-making and problem solving and create a positive climate for change.
• Establish performance expectations, providing continuous feedback and completing individual development plans as well as probation reports or any other performance management activities, including adherence to the State’s progressive discipline policy.
• Develop and execute succession plans to ensure adequate levels of systems development and maintenance expertise is maintained to support current and future needs.
• Prepare budget estimates, concept papers, Project Approval Lifecycle (PAL) deliverables and other documents for application development activities resulting from legislation, or business program needs.
• Participate in the Division's budgeting process to ensure resources are adequately managed.
• Prepare, participate in, and / or direct personal service contracts for consultants or contractors.
• Implement and facilitate a quality control process to be used and applied to consultants or contract staff deliverables.
• Coordinate the activities and assignments of the project team with those of vendors, consultants, contractors, and functional managers of support, operational and customer staff.

Working Conditions

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.
