Responsibilities
Develop executive‑level briefing materials, technical instructions, and JCIDS requirement documents, including Initial Capability Documents (ICD), Capability Development Documents (CDD), and Capability Drops (CD). Strong analytical skills, excellent written and verbal communication abilities, and experience in collaboration with diverse stakeholders are essential.
Qualify by understanding JCIDS and Army acquisition processes related to requirements management and materiel development, with proven experience developing and reviewing JCIDS documentation. Familiarity with DOTMLPF‑P considerations and their application to capability modernization efforts is preferred.
Research, analyze, develop, design, model, and test communications systems and equipment, including networks, data links, digital radio, battle management and command and control systems, wide‑area networks, point‑to‑point systems, secure systems, signal coding and modulation schemes. Conduct studies on communication systems and equipment, projected volumes, effectiveness, adequacy, and estimated equipment costs. Perform engineering studies to obtain data on new equipment and system developments and adaptability to existing systems. Handle moderately complex issues under general supervision.
Qualifications
Active Secret Clearance Required.
Minimum 2 years’ experience with requirements development, documentation, and approval processes.
Minimum 3 years’ experience in Signal Operations.
Minimum 3 years’ experience providing IDM / CS and data recovery services at tactical and / or enterprise level (e.g., BCT, Division, Corps, Joint, NEC, RCC, ACOIC, or ARCYBER Network Operations Centers); commercial equivalents accepted with COR approval.
Experience with configuration and management of content / recovery tools and storage (e.g., SharePoint, VMWare, databases, storage infrastructure).
Experience coordinating and reporting to / from higher or lower network operations centers.
Education : Undergraduate degree in Data Science, Computer Science, Information Systems Management, Networking, Telecommunications Management, or related technical field. Additional experience may be accepted in lieu of a degree as determined by the COR.
Proficiencies :
Knowledge of virtual machine technologies.
Knowledge of data discovery, delivery, storage, and recovery technologies.
Knowledge of data contingency operations planning (COOP).
Knowledge of Information Dissemination Management / Content Staging (IDM / CS).
Technologies :
Knowledge of JCIDS, Army / Joint organizations and their functions, and Signal related Army / Joint doctrine and policies.
Exceptional written and verbal communication skills, briefing skills, and ability to work closely with a wide range of DOD and other contractor entities.
Knowledge in computer automation software (Word, PowerPoint, Excel, Outlook, Outlook Calendars, etc.) and ability to work within a team, manage a large workload, and reprioritize as directed by government leads.
Qualifications :
Complete Defense Acquisition University online courses RQM 1010 Introduction to JCIDS and RQM 1100 Core Concepts for Requirements Management within the first 30 days of employment.
