Social Services Director
Person County Government is seeking an experienced, visionary Social Services Director to lead the Department of Social Services. This executive-level position is responsible for providing strategic direction, operational leadership, and overall management of a comprehensive array of public assistance and social service programs that support the well-being, safety, and stability of individuals and families throughout Person County.
The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience. Must possess a valid driver's license and have an acceptable driving record per County policy. This is an exempt position working 37.5 hours weekly / 1950 hours annually.
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary :
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Overseeing the implementation of public assistance and social services programs for a county population of approx. 40,000, ensuring compliance with relevant federal and state regulations through the management of a diverse team of more than 100 staff members.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Administers the programs of public assistance and social services established and defined in G.S. 108 and related statutes.
- In consultation with Human Services Director develops and proposes department budget to County Manager and administers funds provided by the board of commissioners for the care of indigent persons in the county.
- Acts as agent of the Social Services Commission and Department of Health and Human Services in relation to work required by the Social Services Commission and Department of Health and Human Services in the county.
- Plans budget and directs all programs that are mandated by the NCDHHS, ensure that CPS and APS services are completed and be the guardian of Foster care children and adult ward of the state.
- Attends state and federal training and have shelter plans in place to administer in the event of a FEMA disaster.
- Reports to the Assistant County Manager / Human Services Director any major or concerning issues as needed.
- Performs related work as assigned.
Minimum education and experience requirements :
A master's degree in social work and two years of supervisory experience in the delivery of client services;or a bachelor's degree in social work and three years of supervisory experience in the delivery of client services, one of which must have been in Social Services;or graduation from a four year college or university and three years of supervisory experience in the delivery of client services, two of which must have been in Social Services;or an equivalent combination of training and experience.Special certifications and licenses :
Pre-Service for Child Welfare, Civil Rights, and New Director Training.NIMS / Shelter Training.Must possess and maintain a valid state driver's license with an acceptable driving history.Person County conducts pre-employment screening on candidates.
