Accountant (Entry) Position
This recruitment is a county-wide promotional opportunity only open to current Solano County employees.
The position involves learning to perform professional accounting duties in the preparation of financial reports and / or statements, in the development, review and maintenance of a department's accounting, cost, and / or other financial reporting systems that meet federal, state, and local requirements, in the collection and interpretation of financial information, and in the analysis of financial records; monitors department financial systems to identify problems, recommend changes and take corrective action to maintain integrity of the department's accounting systems.
Employees in this class are expected to exercise sound professional judgment in the interpretation of federal, state, local, and general accounting policies. This class represents the entry level in the Accountant series. Some positions in this entry level class may be budgeted at the journey level class. If the position is budgeted at that level, then the position is considered to be flexibly staffed. Employees may be promoted from the entry level to the journey level without examination in flexibly-staffed classes.
Experience : no experience necessary, however some prior work experience in bookkeeping or accounting is desirable. Education : a bachelor's degree or higher from an accredited college or university with a major in business administration, finance, accounting or a closely related field, which must have included at least 12 semester or 18 quarter units in accounting and / or auditing. Note : possession of a certified public accountant certificate may be substituted for the education requirement.
Licensing, certification and registration requirements : some positions in this class will require the applicant to possess a valid California driver's license, class C, by the time of appointment. Employees must keep their licenses, certifications, and registrations current and failure to do so may constitute cause for personnel action in accordance with civil service rules or applicable bargaining agreement.
Document submittal requirements : if qualifying under the bachelor's degree and units' education requirement, candidates must submit a copy of their official / unofficial college transcripts (which verify the student, institution, degree, courses, and units completed) by the final filing date. If qualifying based on possession of a certified public accountant certificate, candidates must submit a copy of their certification by the final filing date. Candidates who fail to submit their college transcripts or certified public accountant certification by the final filing date may be disqualified from the recruitment. Candidates who attended a college or university that is accredited by a foreign or non-U.S. accrediting agency must have their educational units evaluated by an educational evaluation service. The result must be submitted to the human resources department no later than the close of the recruitment.
Selection process : 11 / 17 / 2025 deadline to submit application and required documents. TBD written exam. Based on the information provided in the application documents, the qualified applicants may be invited for further examination and will either be pre-scheduled by the department of human resources or be invited to self-schedule. All applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. Depending upon the number of applications received, the selection process may consist of an initial application screening, a mandatory information meeting, a supplemental questionnaire assessment, a written and / or practical exam, an oral board exam, or any combination listed. Responses to supplemental questions may be used as screening and testing mechanisms and will be used to assess an applicant's ability to advance in the process; as such, responses to supplemental questions should be treated as test examination responses. Veterans preference points : to be eligible, applicant must have served at least 181 consecutive days of active duty in the armed forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A copy of the DD 214, showing discharge type (generally copy 4), must be received in the human resources department by the final filing date. Applicants who have a service-connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service-connected reasons. Veteran applicants for initial county employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran's preference points will only be added to passing scores in competitive open examinations.
