Job Description

Collin County is seeking exceptional candidates for the position of Director of Facilities. This position plans, organizes, directs, monitors, reviews and evaluates the overall operations and development of Facilities Department. These responsibilities include, but are not limited to :

  • Upkeep, repairs, and preventative maintenance of new and existing facilities, HVAC, utility management systems, plumbing, electrical, security, energy management system, landscaping, lawns, and grounds.
  • Preserve and enhance the functionality, safety, and appearance of all county facilities and grounds.
  • Monitors and oversees that services delivered are in compliance with applicable laws, rules, regulations, building codes, ordinances and professional standards established by the state, county, and city including county policies and commissioners court orders. Includes developing and directing a quality assurance program to ensure all jail facilities meet the Texas Commission on Jail Standards.
  • Reviews and approves personnel functions including : hiring, evaluating and scheduling supervisory personnel. Reviews processes and results, establishes priorities and allocates resources to ensure the operational functionality of the department. Develops goals and objectives, conducts meetings and communicates with personnel.
  • Assists with strategic planning by advising the County Administrator on any items related to the direction of the department. Assists Purchasing Agent with cost estimation and quotes. Supports these duties by preparing reports, and managing budgets.

Strong interpersonal and leadership skills combined with a strong mechanical and electrical aptitude are necessary. Must be proactive and results oriented, organized, and able to multi-task and change direction quickly and effectively.

Must possess strong customer service and personnel management skills, as well as the ability to analyze problems, formulate solutions, and evaluate issues effectively. Must have budget experience. Ability to lead and motivate a team of supervisors, administrative, technical, and skilled personnel; ability to communicate effectively, both verbally and in writing; ability to operate personal computer, two-way radio, cell phone, and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected / Appointed Officials, outside agencies, and the general public

Work requires :

  • Broad knowledge in a professional or technical field of facility construction operations and maintenance. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent of 10 or more years of progressive responsible work in facilities maintenance and building construction.
  • Excellent knowledge of the principles, practices, and methods related to the construction, maintenance and repair of buildings and its associated equipment.
  • Five plus years of supervisory responsibilities
  • Ability to read graphs, accounting statements, budgets, specifications, blue prints, technical materials and general correspondence.
  • Ability to write reports, specifications, presentations, cost analysis, policies, schedules, budget justification and general correspondence.
  • Ability to perform general math calculations such as addition, subtraction, multiplication and division
  • Valid Texas Class C Driver’s License.
