IT STAFF AUGMENTATION CONTRACT (ITSAC)

I. DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of Developer / Programmer Analyst , hereafter referred to as Candidate(s), who meets the general qualifications of Developer / Programmer Analyst , Applications / Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .

All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Project Portfolio Management (PPM) number - Medi-Social Serv Apl Dev DADS ( - APP-IDD-LTC-Provider Online, - APP-IDD-LTC-Code Table Automation, - APP-IDD-LTC-CSIL, - APP-IDD-LTC-SASO Online)

Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development.

Performs User Interface and Web Services development and support for several HHSC IT applications. Activities will include front-end development using modern, responsive technology such as Angular or React; converting SOAP-based services to RESTful services; and development of new RESTful web services using JBoss EAP environment.

  • As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.
  • Work with other teams as necessary to accomplish goals.
  • Create technical and design documentation, as required.
  • Perform system analysis and problem resolution, as required.
  • Analyze software for configuration & performance tuning opportunities, as required.
  • Develop and maintain data and process models, as required.
  • Employ contemporary testing methods to ensure applications function properly and without error.
  • Provide technical support for testing and implementation efforts.
  • Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.
  • Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements :

Candidates that do not meet or exceed the minimum stated requirements (skills / experience) will be displayed to customers but may not be chosen for this opportunity. Years Required / Preferred Experience Required Hands-on experience in Front End / UI development, enhancing and maintaining enterprise-class applications on the JEE application development platform Required Hands-on experience in Server-side / Web Services development, enhancing and maintaining enterprise-class applications on the JEE application development platform Required Hands-on development experience implementing applications utilizing any JEE Application Server, Authentication and Authorization, Caching strategies Required Hands-on programming experience in following languages / technologies : Java, JEE, REST / SOAP web services, HTML, JavaScript, JQuery, AJAX, CSS, Bootstrap, SASS, Typescript, Spring, Java Server Pages, Struts, JSON, XML, JWT, Maven, OpenAPI v, OAuth Required Experience implementing client-facing applications with responsive design and development Required Experience implementing SPAs with at least years of experience implementing SPAs using Angular TypeScript framework. Required Hands-on Experience implementing web services including at least years of experience implementing RESTful services security using JWT, OAuth, and other related technologies / standards. Required Experience with integration of web services into Angular or React based SPAs Required Experience implementing client-facing applications using JSP and Struts Required Experience in development of self-contained, reusable, and testable modules and components Required Experience in implementing best practices in the areas of application design, performance, scalability and maintainability. Preferred Hands-on experience with JBoss or IBM WebSphere Application Server or later Preferred Hands-on experience with Agile Development Methodologies (preferably Scrum) Preferred Hands-on development experience for mobile and tablet platforms

III. TERMS OF SERVICE

Services are expected to start / / and are expected to complete by / / . Total estimated hours per Candidate shall not exceed hours. This service may be amended, renewed, and / or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from : AM to : PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at W st St, Austin, Texas . The working position is Hybrid - On Site and Telework . Any and all travel, per diem, parking, and / or living expenses shall be at the Candidate's and / or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission .

V. OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE Services are expected to start on or around June , and are expected to completed by August , . Total estimated hours per candidate shall not exceed hours for FY.

Initial Purchase Order Term :

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s) :

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from : through : , excluding Texas state holidays when the agency is closed.

B) The primary work location will be W st St, Austin, Texas .

Position will be days remote with days (Mon & Tues) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

C) Any and all travel, per diem, parking, and / or living expenses shall be at the worker's and / or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
