The candidate is responsible for the direct supervision of the day-to-day activities of all trade’s positions on the contract. Directly responsible for the management of the Government-owned ARCHIBUS data platform. Directly responsible for planning, organizing, scheduling, and providing support for the daily maintenance operations of Electrical, HVAC, Plumbing and Facilities Maintenance and other supporting systems and government property.

DESCRIPTION OF RESPONSIBILITIES :

Assists Program Manager (PM) to ensure the overall administration, organization and implementation of complex maintenance and repair projects are completed.

Advises Program Manager regarding the status of facilities infrastructure (civil, electrical, and / or mechanical).

Assists PM in coordinating and running project kick-off meetings (PKOM).

Directly responsible for day-to-day supervision of all trades staff and vendors / contractors.

Assists PM in performing general administrative duties, maintain current project management job knowledge, and obtain appropriate certifications.

Assists PM in coordination and verification of project deliverables.

Project management duties as assigned by the PM.

Centrally manages infrastructure service requests to collect, categorize and update status of all infrastructure related service requests using Government furnished software (ARCHIBUS). Services requests includes facilities operations and maintenance, space management, minor projects, vehicle reservations, material handling, safety standard operating procedures (SOP) review, and / or hazardous waste pickup and among others.

Responsible for data management and analysis services to include editing, entry, verification, validation, extraction, reduction, conversion, interfacing, archiving, migration, file / database manipulation, maintenance, synchronization, product output, collection, and integrity.

Assists PM in managing data control and distribution of command documents, data, and correspondence in conformance with Government regulations, standards, specifications and directives. Provide data queries as requested.

Assists PM in managing infrastructure metrics such as, service requests, special projects, space management, space utilization, inventory, preventative maintenance, safety, environmental, fire, utilities usage, budget and others. Develop visual charts using Governmental provided information technology (IT) tools.

Directly responsible for ensuring work orders and preventive maintenance inspections are accomplished by all maintenance personnel.

Assists PM and Safety Specialist in ensuring all safety plans / regulations are adhered to.

Assists PM and Environmental Specialist in ensuring all environmental plans / regulations are adhered to.

Assists PM in reviewing vendor contracts and work negotiations.

Assists PM in providing construction management oversight and survey as required for structural evaluations, electrical infrastructure (service equipment, switchgear, substations, uninterruptible power supply, panel boards, emergency generators, transformers, lighting, electrical circuits, etc.), and mechanical infrastructure (chillers, air handling units, fans, compressors, heaters, etc.).

Assists PM in scheduling and coordinating all commercial / utility electrical, mechanical services and outages.

Assists PM on mechanical / electrical projects from proposal through close out; handling estimates, contract drawings, subcontractors, contract addendum, specifications, change orders, RFI's and submittals.

Assists PM in ensuring timely completion of all facility projects including the completion of punch-list items, the submittal of accurate as-built drawings, operation and maintenance manuals, and the completion of all training and other administrative requirements.

Works under close guidance and supervision of PM to manage and coordinate the activities of facilities project(s). Participates in project planning, developing Statements of Work and estimates, implementation, monitoring cost, schedules, and performance, execution and managing customer expectations, potential risks, and quality assurance of all contracted activities related to mechanical, electrical, control and monitoring systems.

Works directly with other trade leads on all aspects of building systems, energy management and the commissioning process. Applies standard engineering techniques, procedures, and criteria to meet job-specific needs. Exercises experience-appropriate judgment for less common methods or procedures to solve problems encountered on assigned tasks.

Act as a peer reviewer for major maintenance repair projects

REQUIRED DEGREE / EDUCATION / CERTIFICATION :

High school diploma or equivalent.

BS in Mechanical Engineering or closely related engineering discipline (Preferred)

REQUIRED SKILLS AND EXPERIENCE :

Three (3) years’ experience in maintenance of military facilities.

Three (3) years’ experience in performing supervisory activities.

Proficient in understanding and use of the Government database ARCHIBUS.

Demonstrated knowledge and experience in facility maintenance and engineering procedures and technical requirements of large facilities with similar systems and equipment. Must possess thorough understanding of the methods, techniques and procedures necessary to operate, troubleshoot, repair and maintain electrical, mechanical, plumbing, HVAC and other systems.

Working knowledge to OSHA, NFPA, ASHRAE, EPA and other applicable safety codes.

Demonstrated skill in the use of Microsoft Word, Excel, and Outlook.

DESIRED SKILLS AND EXPERIENCE :

Five (5) years’ experience in maintenance of military facilities

Five (5) years’ experience in performing supervisory activities.

Thorough working knowledge of construction and O&M processes and systems including HVAC, mechanical, electrical, and other specialized systems.

Thorough working knowledge of electrical building codes, OSHA requirements and other safety codes.

Experience in creating and managing budgets, estimates and work schedules.

Proactive problem identification and resolution skills.

Experience supervising / training personnel.

Experience with performing surveys and studies of building mechanical equipment and systems.

Experience with performing building and equipment system assessments.

Experience with summarizing findings and results in technical reports and assisting in preparation of presentation materials for client meetings.

ADDITIONAL REQUIREMENTS :

Must be available and able to respond to emergency call-ins when required.

Must pass an annual “Fit for Duty” physical and meet all the necessary medical requirements to wear all types of respirators and perform the physical requirements of the job.

Must pass the required respirator fit test and maintain the requirement.

Must be physically able to climb all types of ladders, a-frame, vertical, extension etc.

Must be physically able to climb up on and maneuver on raised walkways and platforms with limited access.

Must be able to work in various types of confined spaces.

May be assigned other collateral duties as required.

ENVIROMENTAL FACTORS / PHYSICAL EFFORT :

Environmental Factors : Works in indoor and outdoor environments that contain excessive heat, cold and humidity, excessive dampness, electrical energy, dust, fumes, solvents grease, oils, moving machinery with moving parts, moving object or vehicles and slippery or uneven surfaces.

Physical Effort : Works from ground level, ladders, and platforms on equipment and systems where parts are hard-to-reach. Frequently lifts parts and equipment weighing up to fifty pounds and occasionally over fifty pounds. Standing, stooping, bending, kneeling, climbing and stretching for prolonged periods will be necessary.

REQUIRED CITIZENSHIP AND CLEARANCE :

Must be a U.S. Citizen.

Ability to obtain and maintain a Secret security clearance.
