Terracon’s 10-state Rocky Mountain Division is seeking an experienced Environmental Planning Program Manager to lead our expanding Environmental Planning and Permitting (EPP) practice. With over 25 years of service in the region, our environmental planning team supports clients across sectors such as power generation and transmission (including renewables), transportation and infrastructure, and commercial development. Our services include wetland and waters of the delineation and permitting, threatened and endangered species (T&E) assessments, cultural resource management, and NEPA compliance studies.

We are actively pursuing larger, more complex NEPA projects, our portfolio also includes a significant number of small- and medium-scale projects. We welcome candidates with a range of project experience who are eager to lead and grow with us

Terracon is recognized as one of the largest cultural resources firms in the country, with a growing reputation in EPP with over 300+ projects! As the EPP Program Manager, you will collaborate with the Rocky Mountain Division’s Senior Vice President of Operations, the Western Operating Group’s Environmental Service Line Director, and Terracon’s National EPP Practice Leader to shape and execute a strategic growth plan. You will lead a dynamic team of environmental planning professionals—recruiting, mentoring, and developing talent—while driving business development and expanding our service offerings and client base.

Location & Flexibility : This hybrid position may be based out of any of the following Terracon offices : Phoenix, Tucson, Salt Lake City, Las Vegas, Seattle, Portland, Boise, Fort Collins, or Denver.

Essential Roles and Responsibilities :

  • Lead and manage the Rocky Mountain Division EPP team.
  • Develop and implement strategies for EPP business growth within the division.
  • Cultivate new client relationships and expand services with existing clients.
  • Provide technical leadership and oversight on key projects.
  • Direct major project and client pursuit strategies.
  • Engage with clients, stakeholders, and project managers to ensure alignment and satisfaction.
  • Manage project risk and ensure compliance with corporate risk management policies.
  • Promote and enforce safety standards and accountability across teams.
  • Champion continuous quality improvement and adherence to quality control standards.

Requirements :

  • Overnight travel within the Rocky Mountain Division, with occasional travel elsewhere in the
  • Proven consulting experience in EPP-related services.
  • Bachelor’s degree in Engineering, Environmental Science, Geology, or a related technical field with a minimum of 15 years of relevant experience; or 20 years of experience in lieu of a degree.
  • Strong interpersonal, written, and verbal communication skills.
  • Ability to manage multiple priorities in dynamic project environments.
  • Valid driver’s license
  • Preferred Certification :

  • Project Management Professional (PMP) certification.
  • Professional licensure or certification such as PE, PG, PWS, RPA, CWB, or equivalent relevant to the services and projects managed.
  • Experience working with a broad range of clients and project types, including renewable energy, transmission lines, oil and gas, commercial and industrial development, telecommunications, and public sector projects.

Terracon anticipates paying $119,000 to $140,000 within the salary range for this position.
