Fahrenheit Advisors has been retained by the Virginia Division of Capitol Police to lead the search for a Fiscal Director. This role will be based in Richmond VA.

About the Division of Capitol Police

The Virginia Division of Capitol Police holds the distinction of being the oldest organized policing agency in the United States with origins dating back to 1618 in Jamestown. From protecting colonial governors to safeguarding todays state leaders employees and facilities the Division has served continuously for more than 400 years.

Headquartered in Richmond Virginia the Division provides comprehensive law enforcement and security services to state agencies elected officials and the public.

  • Chiefs Office Oversees leadership fiscal management communications HR and accreditation.
  • Uniformed Operations Encompasses patrol special operations investigations K-9 and emergency medical services.
  • Administrative Operations Manages training IT communications crime prevention and emergency preparedness.
  • Human Resources Supports the agencys mission by attracting developing and retaining a skilled diverse workforce.

About the Role

The Division of Capitol Police is seeking a Fiscal Director to lead and oversee all aspects of financial management for the agency. This hands-on leadership role is responsible for ensuring accurate transparent and compliant fiscal operations that support the agencys mission and long-term stability.

The Fiscal Director will manage all accounting and budget functions including payroll procurement contracts accounts payable and receivable general accounting fixed assets and cash receipts. This position plays a key role in financial strategy planning and compliance with state accounting standards and regulations.

Key Responsibilities

  • Plan organize and direct all fiscal and accounting operations for the Division.
  • Oversee financial management functions including payroll procurement contracts budgeting and accounting.
  • Ensure compliance with the Department of Accounts (DOA) and Department of Planning and Budget (DPB) policies.
  • Prepare and manage operational budgets financial statements and reporting.
  • Supervise and mentor fiscal staff providing training and professional development.
  • Develop and implement policies procedures and internal controls to enhance efficiency and accountability.
  • Utilize Cardinal Financials and HCM systems for budget preparation reporting and personnel management.
  • Perform financial analysis to inform decision-making and improve agency performance.

    • Minimum Qualifications

  • Comprehensive knowledge of accounting principles fiscal management budget planning and cost allocation.
  • Extensive understanding of GAAP state financial policies and Virginias accounting systems (especially Cardinal).
  • Proven ability to lead teams train and counsel staff and manage multiple priorities.
  • Strong analytical and problem-solving skills with the ability to interpret complex financial data.
  • Proficiency in Microsoft Office particularly advanced Excel skills.
  • Excellent written and verbal communication skills.
  • Experience preparing BEX budget transactions through the Department of Planning & Budget.
  • Note : Background investigation fingerprint-based criminal history check and medical testing are required.

    • Preferred Qualifications

  • Bachelors degree (or equivalent experience) in Accounting Business Administration Finance or a related field.
  • CPA or other relevant financial certification preferred.
  • Experience managing fiscal operations in Virginia state government.
  • Familiarity with time / attendance and absence management in Cardinal HCM.
