Role Summary

We’re hiring a Chief Estimator to lead preconstruction efforts for utility and water infrastructure projects across Houston. This role is responsible for managing the estimating team, developing competitive bids, and supporting strategic growth across public and private sectors.

Responsibilities

  • Lead estimating for underground utilities, water / wastewater, storm / sewer, and sitework projects.
  • Develop bid strategies, scopes, and pricing for MUD, Public Infrastructure, and private clients.
  • Manage and mentor estimators and preconstruction staff.
  • Coordinate with owners, engineers, and subcontractors during pre-bid and post-bid phases.
  • Ensure compliance with bid requirements, safety standards, and company protocols.
  • Maintain historical cost data and refine unit pricing models.
  • Support project handoff and buyout processes.

Qualifications

  • 10+ years of estimating experience in civil construction, with a focus on utilities and water infrastructure.
  • Proven track record bidding TxDOT, municipal, and industrial projects.
  • Proficient in HCSS HeavyBid, Bluebeam, and MS Project / P6.
  • Strong knowledge of Houston-area market conditions and subcontractor base.
  • Experience with delivery methods including DBB, CMAR, and Design-Build.
  • Leadership experience managing estimating teams and deadlines.
