Overview
GovCIO is seeking an experienced and Solution Architect to design our multi-cloud lakehouse strategy on AWS and Azure. The ideal candidate will design scalable, secure, and high-performance cloud solutions across AWS and Azure platforms. In addition will have expertise in data engineering and analytics, with hands‑on experience in Databricks, Azure Synapse Analytics, and a strong understanding of the Medallion Architecture. This role will collaborate with the senior architects and solution architects across the program.
This position will befully remote within the United States.
Responsibilities
Senior technical person on their team and overall responsible for the technical deliverables that are released by the team, especially those items released meet organization standards
Responsible for design documentation
Alignment with the direction from Chief Architect / Data Architect
Enhancements to processes, design, release, technical standards
Requirements (particularly technical) capture and alignment with customer requests
Solution Architects must, based on set standards by Chief Architects :
Represent the technical standards for their assigned team. This includes :
Representing technical viewpoint and technical information to external agencies outside of the team.
Solution architects at the team level should be knowledgeable enough about the data product that they can answer general questions from customers or other analytics partners about the proper use of the data products for which they are assigned responsibility.
Update Data Products pages, including ensuring the information presented on those pages remains up to date, the information is useful and follows published Data Product Page template
Attend and participate in meetings regarding platform standards, new offerings, and upcoming platform changes.
Design and document the architecture solutions for data products.
Architects should identify and advocate for reusable components or shared patterns that can support multiple data products
Ensure architectural decisions are aligned with Administration security policies and support ATO readiness, including documenting data flows and enforcing encryption at rest and in transit.
Architectural reviews and solutioning must account for cloud cost optimization and collaborate with FinOps principles or infrastructure teams to apply best practices for cost-effective deployment.
Solution architects must incorporate monitoring, observability, and SLA enforcement into their designs and align with platform standards for operational excellence.
Review releases according to the Architectural Release Review Checklist.
Assist in addressing systemic gaps.
Maintain and update architectural runbooks and contribute to onboarding documentation to support team continuity.
Work with Leads (DSO Lead, Data Engineering Lead) for compliance, adjustment of published standards, enhancements to published Data Engineering, Quality, and DEVOPS activities.
Follow Expectations for Solution Architects within each Development, Integration, and Test team, and guidelines for well-architected solutions :
Review new work aligned with the Architectural New / Revised Work Review standards.
Participate and present to Change review board plus provide any additional technical details needed.
Consult on reported bugs in their corresponding data products with CST and provide approval to proposed solutions.
In the absence of team Business Analysts, responsible for requirements gathering and technical requirements (including solutioning documentation for each data product) in coordination with the Product Owner and Scrum Master.
Partner with Product Owners to ensure architectural decisions align with end‑user needs, data usability, and feedback loops. Adopt a product‑oriented mindset in evaluating future scalability and enhancements.
Update, coordinate with other solution architects (senior and others) across the team, and enforce as part of architectural solutioning and architectural reviews
Document architectural changes using a formal RFC (Request for Comments) or architecture decision record format when changes affect shared systems, pipelines, or security boundaries.
Follow standards published by Senior Architects in Architectural Best Practices, Monitoring, Data Quality, and Automation.
Review regularly and comply with published standards, particularly technical standards and knowledge management of information that will enhance delivery.
Comply with ITRP Knowledge Base Articles Requirements.
Qualifications
Required Skills and Experience
Master’s degree in engineering, Computer Science, Systems, Business or related scientific / technical discipline
12 years of experience in IT, with at least 5 years in solution architecture roles
With a qualifying bachelors degree, 4 years of additional experience is required. For no applicable degree, 10 years of additional relevant experience may be substituted for the education requirement
Proven expertise in Azure (e.g., Data Lakehouse, Synapse, Data Factory)
Extensive hands‑on experience with Databricks
Strong understanding and practical application of Medallion Architecture in data lakehouse environments
Deep knowledge of data modeling, ETL / ELT processes, and big data technologies
Proficiency in Python, SQL, and Spark
Experience with CI / CD pipelines, Infrastructure as Code (e.g., Terraform, ARM templates)
Strong communicationand leadership skills
Preferred Skills and Experience
Certifications such as Microsoft Certified : Azure Solutions Architect Expert, or Databricks Certified Data Engineer
Experience with real‑time data processing (e.g., Kafka, Event Hubs)
Familiarity with data governance tools
Exposure to AI / ML model deployment in cloud environments

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.
