Racial Equity Director

Clark County Public Health's Racial Equity Director creates and maintains relationships with diverse public health and cross-cultural partners. The Racial Equity Director prioritizes the planning, development, and department-level implementation of racial equity strategies and policies in partnership with community organizations and public health staff to advance measurable outcomes defined by racial equity priorities. The incumbent establishes precedent for the work of the department and uses care when evaluating political and policy ramifications for racial equity practice when prioritizing the needs of community members, the department, and the County. The Racial Equity Director provides leadership and guidance for the highest level of complexity in priority-based program budgeting and management of department resources and operations related to equity programs and initiatives. The position is responsible for the development of department-level recommendations promoting the establishment of racially equitable programs and administrative practice as well as recommending strategies related to the interpretation, monitoring, adjustment, and implementation of equitable organizational policies and procedures. Incumbent serves as the department liaison for community power-building practices, providing direction to leadership and management teams to align services and partnerships to improve health outcomes using collaboration, community feedback, and data to support and inform decision-making. The Racial Equity Director represents the department and County at various events and high-profile engagements such as meetings, hearings, trainings, and bid openings and works with members of CCPH's leadership team when responding to sensitive inquiries and complaints and when working to resolve applicable policy and operational issues. Specific duties vary based on department of assignment and range of responsibilities. This position offers a hybrid / remote work schedule. However, the candidate selected must reside in Washington or Oregon. No exceptions.

Qualifications

Education and Experience : Applicants must demonstrate a minimum of six (6) years' experience working with diverse communities and possess an advanced understanding of practices used to develop racially equitable policies, practices, institutions, environments, and structures designed to build community engagement, improve population-level health outcomes and dismantle systems of oppression.

All relevant experience, including lived, volunteer, or professional, or a combination of experience and education that demonstrate the ability to perform the work will be considered for the position. Experience with budgeting, mentoring, establishing effective relationships with decision-makers, program development and planning, working with or as part of local / state government agencies, and / or experience applying data to implement organizational and programmatic action are preferred.

Applicants with associated coursework or post-secondary education in public administration, public health, education, social work, anthropology, health economics, political science, sociology, legal, and associated fields will also be considered for the position.

Bicultural and bi / multi-lingual applicants preferred.

Knowledge and expertise in :

  • Pro-equity, anti-racism, social justice, and belonging methodologies and / or lived experience with an emphasis on dismantling systems of oppression.
  • Discussing issues and topics of racism, anti-Black racism, social justice, disability justice, inclusion, and belonging.
  • Experience working with networks of diverse partners who may have different priorities and positions, and / or reside in different spheres of influence (e.g., state- and local government employees, elected officials, community-based organizations, philanthropic leaders, community members, etc.).
  • Principles and practices of public sector organization and program operations.
  • Project management, including planning, scheduling, monitoring, and problem solving.
  • Methods and procedures of budget development and justification.
  • Application and interpretation of County, state and federal laws and regulation relevant to racial equity practice.
  • Analysis and evaluation of policies, procedures, public information, and service delivery issues.
  • Local and state lawmaking processes.
  • Research methods and techniques.
  • Trends and practices within the fields of public health and racial equity; and
  • Personal computer applications and usage.

Ability to :

  • Evaluate the effectiveness of cross-sector and cross-cultural partnerships in a culturally appropriate way, including evaluating CCPH as a partner. As part of evaluation efforts, address successes, lessons learned, recognized barriers to such collaboration and strategies to overcome these barriers.
  • Create and maintain relationships with and convene cross-sector and cross-cultural partners to establish shared local and statewide priorities, identify a common vision and values, and build partnerships to develop and implement coordinated systems and actions to address priority public health issues, with attention to health and racial equity.
  • Cross-sector partners may include, but are not limited to :

  • Local and state community groups and organizations
  • Health-related organizations and health systems
  • Planning and transportation agencies
  • Agriculture and other food systems
  • Private businesses
  • Schools and early learning settings; and
  • Local, state, and federal public health, Tribal Nations, and other governmental agencies.
  • Analyze, interpret, and respond to proposed policy, and, if enacted, implement local, state, and federal policy changes.

    Select and articulate governmental public health roles in programmatic and policy activities and coordinate with these partners.

    Coordinate agendas with partner organizations to advance cross-cutting, strategic goals.

    Engage communities impacted by racism, oppression, and exclusion in developing policy recommendations and conducting community health assessments and developing health improvement plans to ensure efforts to leverage community resources are community-oriented and culturally and linguistically appropriate.

    Describe the impact of policy on public health and health and racial equity.

    Work with partners and policy makers to implement policies that are evidence-based (or are innovative and / or promising and include evaluation plans) that address the social determinants of health, racial equity, and health equity.

    Coordinate local, state, and federal public health policy agendas where appropriate to intentionally advance racial equity and health equity.

    Develop and implement the strategic policy agenda through new / revised public health programs, development / proposal of guidelines, rules, regulations, or laws that use evidence-based or innovative / promising practices with a focus on eliminating health, racial, income, geographic and other inequities.

    Coordinate within the governmental public health system and with federal agencies and other partners on policies that affect public health and health and racial equity.

    Provide support (e.g., information sharing and technical assistance) to policy leads working in local organizations and, upon request, participate in policy initiatives including those that include multiple organizations.

    Effectively plan, direct, and partner with leadership, management, and staff to implement racial equity practices as part of department and program-level efforts.

    Assign and evaluate the work of department and program-level racial equity efforts.

    Delegate responsibility and authority to carry out policy directives of the governing authority in an effective and timely manner.

    Write clear and concise reports, memoranda, and letters.

    Analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations.

    Utilize various personal computer (PC) applications at an advanced level.

    Interpret and explain policies, procedures, laws, and regulations.

    Establish and maintain effective working relationships with the public, other governmental jurisdictions, contractors, and other County staff.

    Other Special Requirements : Is prepared to serve in a position under emergency incident command structure.
