Summary Organizational Location : This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Operational Support Facilities (OSF), Border Patrol and Air and Marine (BPAM) Program Management Office, in El Paso, TX. Responsibilities The Border Patrol and Air and Marine Program Management Office (BPAM PMO), within the Operational Support Facilities (OSF) Division, provides expert facility services and solutions to support U.S. Border Patrol (USBP) and Air and Marine Operations (AMO) frontline operations. The team focuses on maintaining existing facilities through Deferred Maintenance projects, Operational and Preventative Maintenance Contracts, Minor Construction and Alterations, and emergent repairs, directly enhancing CBP's operational capabilities and the efficiency of its facilities nationwide. In this position you will become a key team member of Homeland Security professionals serving as the Supervisor and Portfolio Manager for Border Patrol and Air and Marine Program Management Office's El Paso Sector, where both the scope and effect of the facilities work have a CBP-wide impact. This position starts at a salary of $124,531.00 (GS-1, Step 1) to $161,889.00 (GS-10, Step 10) Typical work assignments include : Overseeing the overall planning, direction, and timely execution of the activities of all facilities and infrastructure work performed in the area of responsibility within the Border Patrol and Air and Marine Program Management Office; Managing and providing broad administrative oversight for all local project management, building maintenance, operations, repair requirements, and associated minor alterations of assigned facilities in their respective portfolio; Providing advice on strategic issues and collaborating with other program offices across CBP, other components within DHS, and external service providers to improve end-to-end processes throughout the program office; Performing as a liaison for senior leadership of business partners, United States Border Patrol, and / or Air and Marine Operations, within the area of responsibility; Giving advice, counsel, or instruction to employees on both work and administrative matters; Finding and implementing ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices. Qualifications Experience : You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as : Resolving complex planning, evaluation, control, and resource allocation problems, and providing authoritative advice to management on the use of resources or changes in established procedures prior to implementation; Overseeing the overall planning, direction, and timely execution of the activities of all facilities and infrastructure work; Initiating and monitoring special studies to include analysis of workload, personnel utilization, administrative facilities, and organization operating requirements for the program segment; Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels; Developing methods, internal controls, programs, and procedures to improve cost effectiveness, streamlining organizational structures, and assuring conformity with sound management principles. Supervisory Probationary Period : You may be required to serve an 18-month probationary period upon appointment. Leadership Training : All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment.
