Statistician – Federal Telecom Programs (Hybrid, Washington, DC)
We are looking for a Statistician to join a project at the Universal Service Administrative Company (USAC), a not-for-profit corporation designated by the Federal Communications Commission (FCC) to administer the Universal Service Fund (USF). The Statistician will provide advanced statistical modeling and analysis services to support USAC’s Payment Quality Assurance (“PQA”) Program and High Cost programand related audits. The focus of this role will be designing and maintaining sampling plans, performing extrapolations, and preparing compliance reports aligned with federal statistical standards (., IPERIA), engaging closely with USAC and FCC staff to interpret data, advising on methodology, and ensuring the accuracy of improper payment calculations and program compliance results.
This is a 12 month (4 additional year extension likely), 40 hour / week, hybrid role (requires onsite meetings) in Washington, DC.

Responsibilities :
- Prepares testing scenarios and tests model performance using various applications developed on a Microsoft Office platform.
- Develop mathematical algorithms based on statistical analysis of existing data, demonstrating an understanding of the process(es) being modeled.
- Use mathematical and statistical modelling to identify, interpret, and project trends in algorithms and make adjustments.
- Develop statistically valid sampling plans across multiple USF support mechanisms.
- Analyze disbursement, verification, and broadband deployment data to support USAC’s program
- Conduct extrapolations and data validations in desktop applications such as Excel or statistical tools (., R, SAS).
- Generate draft and final reports summarizing statistical methods, compliance with IPERIA (formerly known as the Improper Payments Elimination and Recovery Act (“IPERA”) and program requirements, and analysis of payment error rates.
- Modify sampling plans based on audit or verification findings to ensure continued compliance.
- Support integration of statistical logic into USAC’s portals.
- Present each deliverable and provide consultation and methodology briefings to USAC and FCC stakeholders.
Requirements :
10+ years of relevant statistical experience, preferably with exposure to federal payment integrity, telecom programs, or similar oversight initiatives.Strong proficiency in statistical modeling, sampling theory, and analysis of large datasets.Experience with Microsoft Excel and statistical software platforms.Telecommunications industry experience preferred.PhD in Statistics, MUSTPlease submit your resume to our network at (please apply to the Statistician – Federal Telecom Programs (Hybrid, Washington, DC) role).
