Manager Treatment Maintenance
The Manager Treatment Maintenance reports to the Department Director and is responsible for the mechanical maintenance of wastewater treatment facilities. Ensures systems and equipment are maintained to provide reliable service and protection of public health. Responsibilities include staffing; budget management; initiating, reviewing and coordinating capital improvement projects; managing and coordinating special projects performed in-house; and monitoring and reporting on performance and efficiency measures. Responsible for assisting the Treatment Operations Managers with regulatory compliance.
Essential functions include supervising, selecting, developing, training, determining compensation and evaluating personnel; developing and executing operations and maintenance budgets; evaluating, developing, recommending and implementing division policies and procedures; planning and directing mechanical preventive and corrective maintenance programs; overseeing complex repairs to existing mechanical equipment; developing maintenance schedules and requirements for all equipment; determining procedures for maintenance, installation, modification and repair of equipment; developing and participating in conceptual planning efforts and coordinating with consultants to evaluate, research and recommend new processes and equipment; reviewing designs, construction documents, submittals, and providing comments on maintainability, reliability, and ease of operations; coordinating and overseeing in-house construction projects, including equipment demolition and installation; developing, monitoring, and analyzing metrics to improve the department's overall efficiency; evaluating complex data to prepare various technical and managerial reports; developing and managing maintenance contracts; authorizing material and equipment purchases; coordinating and repairing problems identified by the Predictive Maintenance team; and performing other duties as assigned.
The Manager - Treatment Maintenance receives limited supervision and acts on behalf of the Department Director when he / she is unavailable.
Minimum requirements include an Associate's Degree in Environmental Science, Engineering, Business Administration or related field; six years of progressively responsible Industrial, Water or Wastewater experience; three years of experience in a management or supervisory capacity; and a valid Class "C" Texas Driver's License.
Preferred qualifications include a TCEQ Class "B" Wastewater Operator License, Class "III" Wastewater Collection Operator License, or registration as a Professional Engineer in Texas with a wastewater background.
Job dimensions include demonstrated expert-level skills in operations and maintenance, regulatory requirements, and effective management; ability to interface with Operations, Engineering, Purchasing, Accounting, and other departments; ability to make sound decisions in complex situations; ability to effectively communicate verbally and in writing; ability to work hours other than the regular daytime schedule; proficiency in the use and application of computer software packages; demonstrated organizational and public relations skills; and contact with internal and external customers, executive management, consultants, contractors, vendors and regulatory agencies.
Physical demands include working conditions in an office and field environment; frequent exposure to inclement weather; wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects. May be required to comply with requirements as specified in applicable regulations for personal protective equipment, including clearance for use of respiratory protection and other associated equipment. May operate a company vehicle.
