MINIMUM REQUIREMENTS :
A bachelor’s degree from an accredited college or university and four (4) years of professional experience in systems analysis, program planning, program research, program evaluation, training development, emergency preparedness, emergency management or administrative work.
A master’s degree from an accredited college or university can substitute for one (1) year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
Requires possession of a valid driver license.

JOB DUTIES :
General : Performs complex evaluative planning and research for the division. Conducts independent analyses and evaluation on existing program operations and activities; critical processes; and workflows. Analyzes program trends. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Researches and analyzes information and trends related to division programs. Identifies systematic changes and / or specific weaknesses in operations, policies and / or procedures and non-valued-added activities. Recommends solutions to enhance the efficiency and value of division programs. Identifies, evaluates, and develops best practices for all division programs.
Identifies root causes of inhibiting programs from reaching full potential. Makes recommendations and assists with developing and integrating new program administration methods and procedures. Analyzes, measures, tracks and reports process improvement changes. Works closely with division management to implement results-oriented program or process changes and initiatives based on program analysis, field observations and customer needs. Guides division staff in the integration of new policies and procedures.
Identifies key issues, problems, approaches, performance metrics and resources required for division programs. Develops program evaluation tools to collect, analyze, and report data for program improvement. Prepares and distributes reports on findings. Plans and conducts surveys as needed.
Assists with planning and developing evaluation criteria and conducts targeted quality assurance (QA) reviews for programs. Analyzes QA review findings, recommends changes for program and process improvement and efficiency, and prioritizes improvement initiatives based on review findings. Creates detailed program and statistical reports regarding division programs. Assists with developing and maintaining QA criteria, forms and statistics.
Stays up-to-date on regulatory changes to the division’s programs. Researches and analyzes information and trends related to division programs; identifies systematic changes and / or specific weaknesses in operations, policies and / or procedures and non-valued-added activities; and recommends solutions. Assists in the development of effective communication tools for division staff and program participants on regulatory or policy changes.
Coordinates with division management and staff in the maintenance of program e-learning materials on the division’s learning management system. Corrects deficiencies in the division’s e-learning content as dictated by program, process or regulatory changes.Reviews and monitors trainings presented by division staff and other personnel for content and training modalities to measure overall effectiveness.
Performs other related duties as assigned or required.
