Graduate Engineer (Multiple Positions)

The City of Rochester welcomes applications for Graduate Engineer positions in the Public Works - Engineering Division.

Graduate Engineers perform technical civil engineering work in the planning, design, and construction of public infrastructure projects. Responsibilities include preparing engineering plans and reports, conducting field inspections, reviewing development proposals, and assisting with traffic, utility, and street improvements. This position works under the supervision of licensed engineers and collaborates with other departments, consultants, and the public to ensure projects meet technical standards and community needs.

We have two areas of focus available : Design and Traffic Operations.

Pay : The starting salary range is $82,338 - $96,868 per year, depending on qualifications with advancement to $121,086.

Duties And Responsibilities

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.

We have two areas of focus available :

  • Design Engineering Focus :
  • Conduct preliminary planning meetings and studies to determine the basic engineering methodology to be employed and basic layout of the proposed capital improvement projects.
  • Design capital improvement and other projects involving streets, pedestrian and bike facilities, public utilities including sanitary sewer, storm sewer, and watermain, applying appropriate engineering techniques.
  • Review plans for grading permits and capital improvement projects engineered by external consulting engineers, other divisions of Public Works, and other departments of the City.
  • Manage assigned Capital Improvement Program Infrastructure projects, including preparation of budgets and completion of research / reports.
  • Traffic Engineering Focus :
  • Design transportation engineering projects, including specifications for traffic signals, traffic signs and markings, street lighting, temporary traffic control, traffic calming measures, and parking facilities.
  • Assist with all aspects of the City's traffic / transportation related programs such as : The Neighborhood Traffic Management Program, truck routes and oversize vehicle permitting, and The Residential Permit Parking Program.
  • Analyze traffic flow, speed, crash data, and pedestrian / bicycle needs. Prepare and review traffic impact studies and signal and stop sign warrant analyses.
  • Provide Project Management oversight of assigned traffic, transportation and parking related Capital Improvement Program (CIP) projects.

Perform other related duties as required.

Minimum Qualifications

Education and Experience : A Bachelor's degree in civil engineering or closely related field from an accredited four-year college or university. Licenses and / or Certifications : Valid Driver's License Engineer in Training (EIT) certification. Desirable Qualifications :

  • A minimum of two (2) years of experience in municipal engineering or related field.
  • Minnesota Professional Engineer License, or ability to obtain within two years.
  • Demonstrated project management and / or construction management experience.
  • Experience with surface water modeling, such as hydraulic / hydrologic and water quality models.
  • Experience with pavement management modeling, such as pavement condition, deterioration, and maintenance strategies, and budget scenarios.
  • Experience with specialized design software such as Civil 3D, XPSWMM, and HydroCAD.
  • Experience using traffic simulation software such as Synchro, SimTraffic, VISSIM, or similar.
