Overview
The Contracts / Funds Administrator (CFA) plays a crucial role in executing, overseeing, and managing contractual agreements and financial transactions within the organization. This multifaceted role requires a keen understanding of legal and financial processes, as well as excellent organizational and communication skills. The primary responsibilities include managing contracts, ensuring compliance, handling financial transactions related to funds and budgets, supporting Project Management with agenda item funding, and other duties as assigned
Responsibilities
- With the assistance of the Engineer, drafts and creates AE contracts, Task Orders, and Construction Delivery Orders (DO's). Advertise and disseminate FRQ's and FRP's to potential vendors
- Draft Emergency Contracts and contract amendments in consultation with the Legal Department
- Prepare agenda items involving Engineering Services
- Review and ensure that the Engineering Services program contracts entered into between the City and vendors are correct
- Review and monitor active contracts
- Prepare and execute consultant contacts and amendments to consultant contracts as needed
- Prepare project budgets in consultation with management
- Prepare project budgets and work with Engineers to prevent budget overruns.
- Prepare a memorandum of information from different departments
- Work closely with the Project Manager through project completion
- Prepare interlocal agreements with organizations such as TxDot, RTA, Nueces County, etc.
- Prepare and review project close-outs
- Review and monitor active contracts
- Ensure the correct proration of contract funds between various City departments involved in a project (i.e. water, wastewater, environmental, etc.) as well as State and local government partners
- Ensure contracts have clearly defined (a) scope of work; (b) schedules; (c) fees; (d) indemnification provisions, and (e) disclosure provisions
- Attempt to resolve issues and disputes regarding contracts
- Coordinate pre-con meetings
- Maintain technical expertise in several subject areas regarding the various types of projects that the Department works with
