Deputy Personnel Administrator
Reporting to the Executive Director of Human Resources / Personnel Administrator, the Deputy Personnel Administrator (Payroll / Data) is responsible for direction and oversight of the Human Resources Payroll process as well as the transition from multiple paper-based HR and payroll legacy systems to a cloud-based Enterprise Resource Planning (ERP). This position leads and oversees a Division of Human Resources center of excellence (COE) responsible for providing services for Executive Branch agencies, employees and programs within State government related to all aspects of HR payroll processing. Additionally, this individual will serve as a key contributing member of the HR team responsible for the implementation of the new ERP system. Once implemented, the Deputy Personnel Administrator will assist in the management and optimization of the State's ERP systems, including but not limited to the coordination of new releases, fixes and upgrades with the State's technical team and end-users; recommending new features and / or changes to configuration / workflows based on user feedback and any other Payroll / ERP matters.
This position requires an experienced senior Human Resources professional and leader with a commitment to serving as a strategic partner with HR leadership. Additionally, this position requires an individual with a strong knowledge of the HR business process, attention to detail, proven thought leadership and strategic thinking skills as well as the ability to excel within a frequently changing business landscape. Additionally, the successful candidate must be effective at building relationships; possess strong critical thinking as well as problem solving skills with the ability to analyze complex situations, evaluate options and implement solutions.
