The Training Manager will play a key role in developing and executing a comprehensive training program to support successful deployment and adoption of CCMS across the organization.
Key Responsibilities
Training Strategy & Delivery
Develop and implement a comprehensive training strategy aligned with CCMS project goals and timelines.
Design instructional materials applying adult learning principles and instructional design best practices.
Lead and facilitate training sessions for end-users, super users, and trainers to ensure system adoption and knowledge transfer.
Coordinate, mentor, and guide a team of trainers / instructional designers to ensure consistency and quality in training delivery.
Program Evaluation & Continuous Improvement
Measure training effectiveness through assessments, performance metrics, and user feedback.
Refine and adjust training programs based on evaluation results and evolving project needs.
Promote organizational change initiatives by encouraging engagement, addressing resistance, and reinforcing new workflows.
Collaboration & Stakeholder Engagement
Act as a liaison between technical teams, project management, and end-users to ensure training is aligned with system functionality and user needs.
Communicate technical concepts clearly to non-technical audiences.
Partner with IT, business units, and vendors to coordinate training activities.
Minimum Skills & Qualifications
Education : Bachelor’s degree in Education, Instructional Design, Information Technology, Criminal Justice, or related field.
Experience :
5+ years in training development and delivery for enterprise software implementations.
Proven experience leading training efforts for large-scale IT projects, ideally within government or judicial environments.
Strong understanding of adult learning principles and instructional design methodologies.
Experience with case management systems or similar judicial / public sector applications.
Technical Skills :
Proficiency in developing and delivering training across multiple modalities (in-person, virtual, e-learning).
Experience with e-learning tools (Articulate Storyline, Adobe Captivate, Camtasia) and Learning Management Systems (LMS).
Strong project management and organizational skills with the ability to manage multiple priorities.
Soft Skills :
Excellent written and verbal communication skills.
Ability to work collaboratively with cross-functional teams and external vendors.
Preferred Qualifications
Experience with CCMS platforms (Tyler Odyssey, Journal Technologies, or equivalent).
Familiarity with court operations, judicial workflows, and legal terminology.
Background in conducting training needs assessments and user readiness evaluations.
Knowledge of change management principles and prior experience supporting organizational change.
Experience developing training materials that comply with ADA and Section 508 accessibility standards.
Relevant certifications such as :
Instructional Design (e.g., ATD, CPTD)
Project Management (e.g., PMP, PRINCE2)
Training Management (e.g., Certified Professional in Training Management)
Experience managing or mentoring a team of trainers or instructional designers.
