General Description :

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel and change in duties as needed. As part of the State Management Team (SMT), this position performs, under general direction, complex logistics operations coordination for TDEM during daily operations as well as response operations. Work performed includes, but is not limited to, management of warehouse operations, inventory management, materials handling, equipment operation, readiness, and management of state staging areas. During special event, emergency and / or disaster operations, this position may deploy to physically austere or challenging work sites and / or work extended hours, weekends, including overnight for extended periods, sometimes with limited notice or relief, to support twenty-four (24)-hour operations at warehouse facilities. This position reports to the Regional Section Chief.

Salary is a fixed rate and is non-negotiable.

This position is located on-site and not subject to telecommuting.

Essential Job Duties and Responsibilities :

  • Coordinates and manages warehouse operations, including shipping, receiving, operation of industrial material handling equipment, such as forklift and pallet jack, and responsibility for warehouse safety.
  • Manages lifecycle of inventory in state warehouse locations, including inventory management, equipment maintenance, and general resource management.
  • Transports equipment, supplies and / or other commodities to other locations utilizing Ford F-350 or similar vehicle, towing trailers (multiple sizes) or other equipment.
  • Provides training or presentations to interested stakeholders on emergency logistics policies, procedures, and best practices.
  • Manages emergency response warehouse operations, including supervision and management of contract workers, receiving orders in web-based systems, fulfilling and shipping orders, and coordinating with key partners such as state agencies, vendors, and contractors.
  • Manages the disaster life cycle of supplies and equipment, from pre-disaster readiness, to dispatch, to rehabilitation and return to stock.
  • Deploys from normal duty station to identified location for extended periods of time to manage disaster response logistics facilities.
  • During a disaster, may serve as a lead worker to assist other staff.
  • Ability to travel fifty (50)%.
  • Performs related work as assigned.
  • Face-to-face and person-to-person interactions are required.
  • Maintains regular course of attendance during authorized work schedule and work extended hours when needed.
  • Ability to drive.

Minimum Qualifications :

Education Bachelor's degree in applicable field or equivalent combination of education and experience.

Experience Two (2) years' progressively responsible work experience in logistics, warehouse management, equipment and inventory control, material handling or other related work.

Preference - Degree in logistics, supply chain management, emergency management or a related field.

  • Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

  • Ability to transfer weights of fifty (50) lbs.
  • Ability to work in a safe manner and to comply with safety standards and best practices.
  • Proficiency in word processing and spreadsheet processing software.
  • Registration, Certification or Licensure :

  • Valid Texas driver's license.
  • Must obtain a minimum of one (1) valid material handling certification (forklift, swing reach) within one (1) year of hire date.
  • Within one (1) year of employment, must complete the following Incident Command System (ICS) courses : ICS-100, ICS-200, IS-700, IS-800 and FEMA Professional Development Series.
