Procurement Analyst
The Financial Information Services Agency (FISA) has initiated recruiting activities to hire a Procurement Analyst to perform and administer procurement work with IT professionals, oversight agencies and vendors. The analyst will be part of the FISA and OPA Procurement Team. The analyst will be required to conduct complex studies using quantitative analysis, cost analysis and other research techniques. The emphasis for the responsibilities will be on the area of the team that handles the process, which involves hiring of the independent consultants for the agency's IT needs. It is a very complex and strongly monitored process that is critical to our agency's operations.
Duties and Responsibilities :
- Prepare written justification and all documentation required for procurement processing and post-award actions; draft and develop contract documents, perform analyses and monitor vendor qualifications on responsiveness and responsibility.
- Issue Task Order Requests and process the Task Order modifications under the FISA-OPA Information Technology (IT) Consultant Pool.
- Handle multiple Task Order requests with demanding deadlines and ensure that all Task Order Requests and modifications are complete and comply with all applicable rules and regulations.
- Work with Technical / Business teams and Budget teams to ensure that Task Orders and Task Order modifications are registered in a timely and accurate manner.
- Maintain accurate account of all Task Orders and spending, to date.
- Prepare letters, analytical reports and other correspondence required to process the Master Agreements and the subsequent Task Orders.
- Perform both routine and complex professional work involved in the agency's procurement activities, including budget work, as necessary.
- Process, prepare and conduct solicitations using various procurement methods and Requirements contracts for a variety of goods and services.
- Assist with planning, developing, and managing procurements and renewals, including tracking procurements and agreements once in place, and assuring that inventory is accurately recorded in FISA-OPA's current asset management repository.
- Develop and review contract addendum; develop contract responsiveness and responsibility determinations.
- Monitor vendor and procurement compliance with all applicable laws, particularly procurement-related Local Laws, Executive Orders, and Audit requirements.
- Confer with and advise management of critical issues in a timely manner and provide suggested solutions related to procurement and contract management.
Preferred Skills :
Familiarity with the NYC Procurement Policy Board Rules, understanding Local Laws that impact procurement, and knowledge of procurement practices and principles.Excellent skills with other MS Office products (Word, Excel, PowerPoint).Excellent written and oral communication skills.Strong analytical skills with demonstrated commitment to detail and organization; strong ability to handle multiple activities concurrently on an ongoing basis.Flexible and able to conform to shifting priorities.Additional Information :
