Salary : $25 $30 / hour (Depending on Experience & Education)

The HR Specialist is responsible for supporting the effective planning, organization, and management of classified and certificated personnel programs within EPIC. This temporary role encompasses a broad range of human resources functions, including recruitment and staffing, benefits administration, employee relations, compliance, and policy support. The HR Specialist ensures that all personnel practices align with EPIC policies, federal and state regulations, and collective bargaining agreements while fostering a supportive and compliant work environment.

Essential Duties and Responsibilities

The HR Specialist plays a key role in advancing the organizations human resources objectives by :

  • Personnel Administration : Overseeing application review, coordinating interviews, and supporting site administrators in the selection and hiring of certificated and classified staff, while ensuring fair and equitable processes.
  • Employee Relations : Acting as a primary resource for employee concerns, including workers compensation claims, unemployment insurance inquiries, grievance responses, and matters related to contracts and disciplinary procedures.
  • Recruitment and Staffing : Developing and maintaining strategic recruitment pipelines, including partnerships and agreements with universities, while actively sourcing qualified applicants and monitoring staffing levels across all school sites.
  • Job Classification and Descriptions : Assisting with the development and revision of job descriptions to ensure clarity, consistency, and alignment with organizational needs.
  • Credentialing and Compliance : Collaborating with the County Office of Education to ensure proper credentialing, maintaining accurate records of status changes, and supporting compliance with state credentialing requirements.
  • Policy and Regulatory Compliance : Interpreting and applying federal, state, and local employment laws as well as organizational policies, ensuring compliance with labor regulations and collective bargaining agreements.

Qualifications

  • Bachelors degree in Business Administration, Human Resources, or related field.
  • 25 years of progressive HR experience, preferably within an educational environment.
  • Strong knowledge of human resources practices, employment law, benefits administration, and collective bargaining procedures.
  • Exceptional communication, interpersonal, and problem-solving skills with the ability to build strong working relationships.
  • Demonstrated ability to manage multiple priorities in a dynamic and fast-paced environment.
  • Physical Requirements

  • Ability to work at a desk, conference table, or in meetings for extended periods.
  • Capacity to stand for prolonged periods and engage in activities requiring bending, stooping, kneeling, pushing, pulling, or lifting up to 10 lbs.
  • Visual ability to read policies, codes, and printed materials, as well as auditory capacity to understand speech at normal levels.
  • Proficiency in operating standard office equipment.
  • Ability to remain effective in high-pressure or stressful situations requiring direct interaction with others.
  • Travel Requirements

    Travel to school sites and external locations may be required.

    Employment Standards

    Knowledge of :

  • Principles and practices of human resources management within educational systems.
  • Instructional and personnel management methods.
  • Federal and state employment regulations, including education codes related to certificated and classified personnel.
  • Collective bargaining processes, contract administration, salary administration, benefits, classification, and compliance requirements.
  • Skill in :

  • Planning, organizing, and directing personnel operations across multiple school sites.
  • Interpreting and applying complex laws, regulations, and organizational policies.
  • Conducting data analysis to recommend and implement effective HR strategies.
  • Negotiating with unions and employee groups while fostering positive employee relations.
  • Communicating effectively in both oral and written form.
  • Establishing and maintaining strong professional relationships at all levels of the organization.
  • Experience

    An equivalent combination of education, training, and / or professional experience that demonstrates the required knowledge, skills, and abilities will be considered.
