Chief Operating Officer (COO)

Position Overview :

The Chief Operating Officer (COO) is a vital member of Holt's Executive Leadership Team and plays a critical role in shaping and achieving Holt's mission, vision, value, and goals through leadership of domestic and global operations. Reporting directly to the President & CEO, the COO provides strategic and operational oversight across all programmatic, procurement, technical, and financial functions. This executive will lead integrated growth initiatives, drive organizational performance, and elevate Holt's global impact through innovative, scalable, and sustainable solutions that support Holt's strategic plan. The COO will advise the CEO and assist in the regular reporting of Holt's progress and challenges both internally and externally as appropriate.

Key Responsibilities :

Strategic Leadership

  • Partner with the CEO and Holt's Board of Directors to define and execute Holt's long-term strategy (according to the board-approved strategic plan,) while leading teams to ensure operations are aligned with and advancing toward Holt's strategic vision.
  • Collaborate closely with executive peers to ensure organization-wide alignment, efficiency, and optimization across operations, philanthropy, human resources, finance, and governance.
  • Provide executive leadership to the operations team in defining clear performance metrics and implement a structured evaluation process to measure and communicate program impact and effectiveness to internal and external audiences through dashboards, outcome reports, and strategic briefings.
  • Guide risk management, resource allocation, and organizational performance and quality improvement frameworks to maintain organizational effectiveness and desired outcomes while effectively stewarding Holt's resources.
  • Foster, uphold, and model accountability across all functions.

Operational Oversight

  • Direct international and domestic program operations, ensuring cohesion and strategic execution across programs and partners.
  • Oversee procurement and grant processes involving government, corporate, and private foundation sources.
  • Advance operational innovation and process optimization, ensuring agility and flexibility in the face of global changes and challenges.
  • Implement standardized performance metrics and continuous improvement systems to effectively and meaningfully report on organizational performance.
  • Proactively monitor and anticipate the financial performance of international and domestic operations, making adjustments as appropriate.
  • Review and optimize internal operational policies for effectiveness, efficiency, and a sufficient level of internal control.
  • Organizational Development

  • Cultivate a high-performance, inclusive culture that emphasizes leadership growth, accountability, and cross-functional collaboration – supporting and advancing Holt's core values throughout the organization.
  • With CEO and Senior Director of Human Resources, drive strategic talent initiatives including recruitment, retention, and succession planning.
  • Foster interdepartmental alignment and responsive team structures.
  • External Engagement

  • Represent Holt as an ambassador with local, statewide, national and international stakeholders through intentional planning with other members of the executive team.
  • Build and sustain partnerships with state and federal government agencies, NGOs, coalitions, foundations, and corporate sponsors.
  • Lead efforts to diversify funding streams through mission-aligned collaborations and innovative partnerships.
  • Requirements

    Qualifications

    Minimum 15 years of demonstrated executive leadership experience, including demonstrated senior leadership roles in nonprofit management, international development, or equivalent experience.

    Proven demonstrated experience in strategic planning, financial strategies, leadership of performance and quality improvement initiatives, and transformational change efforts.

    Master's degree (minimum) in business administration, international relations, social work, or related field.

    Strong financial acumen and cross-cultural leadership experience.

    Exceptional verbal and written communication skills.

    Strong public representation skills.

    Demonstrated commitment to child welfare values, cross-cultural equity, and ethical leadership.

    Proven record of embracing Holt's core values and leadership by example.
