The Minnesota Department of Health is recruiting a passionate and performance driven leader for the Child and Family Health Division, in the Women's Health Unit of the Maternal and Child Health Section. This position will provide leadership and administrative management to the maternal and child health programs relating to women's and maternal health. Key programs and initiatives supported by this position and within the unit are reproductive health, preconception, pregnancy, and birth and the current health disparities and inequities that impact them.

Key Position Responsibilities :

  • Providing leadership to the unit as they work towards eliminating health disparities within communities impacting women and maternal health.
  • Building statewide programs, capacity, data and collection, analysis, and evaluation regarding women's health, family planning, and overall coordination of women's health issues.
  • Assisting in the management of grant budgets, including oversight of state and federal grants.

This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month. Employees outside that radius may telework more with division director approval.

Minimum Qualifications

The following minimum qualifications must clearly be demonstrated on the applicant's resume / application to be considered for this position.

Four (4) years of experience leading a public health or social services program relating to maternal and child health. Experience to include the following :

  • Experience establishing working relationships and partnerships with internal and external stakeholders, community members, local public health agencies and / or other governmental agencies.
  • Experience organizing, executing, and evaluating programmatic activities.
  • Demonstrated leadership in one of the following :
  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (ex : ELI, L4, Everyday Leaders);
  • Completion of a similar or equivalent leadership development program through another organization;
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include :
  • 1+ years of identifying issues, goals and strategic actions, AND 100+ hours per year time commitment.
  • Qualifications to be assessed at time of interview :

  • A working knowledge of issues related to women and infant health principles and practices, including reproductive health, maternal mortality, and perinatal health.
  • Demonstrates a strong value for diversity by working closely with and responding to the concerns of communities of color, American Indians, refugees and immigrants, and LGBTQ+ communities.
  • Ability to communicate effectively both in writing and verbally.
  • Ability to independently organize the work of a unit, plan and manage time and workload, overseeing the work of others, setting work priorities, assigning duties to staff, monitoring progress on work plans, evaluating performance, and providing feedback to staff on their performance.
  • Degree Equivalencies :

  • A related associate's degree will count for six (6) months of experience.
  • A related bachelor's degree will count for one (1) year of experience.
  • A related master's degree will count for eighteen (18) months of experience.
  • A related doctorate degree will count for two (2) years of experience.
  • Preferred Qualifications

  • Master's degree in Public Health, Epidemiology, Public Administration, Health Care Administration, Nursing or related field.
  • Ability to organize, execute and evaluate programmatic activities; independently organize, plan and manage time and workload; oversee the work of others; set work priorities, assign duties to staff, monitor progress on work plans, evaluate performance, and provide feedback to staff on their performance
  • Experience with state and federal grant administration
  • Advanced skills in coaching, leadership, management (grants, personnel, fiscal), facilitation, and team building / team leadership.
  • Additional Requirements

  • Successful completion of a criminal background check and employment reference checks.
  • This employment does not require a valid driver's license, but it does demand travel, which the candidate is responsible for meeting.
