The Virginia Passenger Rail Authority (VPRA) is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail services in the Commonwealth, including all administrative and fiduciary responsibilities for Virginia's state-supported passenger rail services. The VPRA also funds Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a "responsible public entity" for acquiring, constructing, improving, maintaining, or operating a "qualifying transportation facility" under the Public­ Private Partnership Act of 1995.

The Virginia Passenger Rail Authority (VPRA) Accounting team is seeking an Accounting Analyst to play a critical role in supporting the mission and vision of the Virginia Passenger Rail Authority (VPRA) by contributing to the accuracy and efficiency of key financial processes. Reporting to the Director of Accounting, this position supports the daily operations of the accounting team with a focus on payroll, accounts payable, travel reimbursements, financial reporting, and more, all while providing exceptional support to internal teams and external partners.

The ideal candidate is proactive, communicates effectively, and is committed to providing exceptional customer service to internal and external stakeholders. This full-time position will work in VPRA's office in Richmond, Virginia.

Responsibilities :

  • Support the accounts payable function, ensuring timely and accurate payments to vendors and employees.
  • Process biweekly payroll for a staff of over 70 employees.
  • Assist with the processing of travel and expense reimbursements.
  • Support accounts receivable processing, including invoicing and payment tracking.
  • Assist in monthly revenue analysis and expenses related to VPRA's partnership with Amtrak.
  • Collaborate with internal departments to resolve payment or reporting discrepancies.
  • Maintain documentation and records following established policies and audit requirements.
  • Other duties as assigned by the manager.

Required Education :

  • Bachelor's degree in accounting, finance, management, or equivalent work experience.
  • Required Experience :

  • Two (2) or more years of experience in accounting, accounts payable, payroll, or a similar financial role.
  • Working knowledge of accounting principles and financial systems.
  • Strong attention to detail and organizational skills.
  • Effective written and verbal communication skills.
  • Proficiency in Microsoft Excel.
  • Preferred Experience

  • Experience with ERP systems, notably Microsoft Dynamics 365.
  • Proficiency with accounts payable systems and related processes, including invoice review, vendor management, and payment processing.
  • Hands-on experience with payroll processing for 50+ employees, including knowledge of tax withholdings, benefit deductions, and compliance reporting.
  • Knowledge of GAAP and governmental accounting standards, including financial reporting requirements.
