Position Overview
Deputy Executive Director of Facilities Management – The Administration for Children’s Services (ACS) seeks a qualified candidate to play a vital role within the Office of Construction and Building Operations (OC&BO). The selected candidate will work under the guidance of the Assistant Commissioner and Executive Director, executing tasks with a high degree of independence and discretion. The position is only open to candidates who are permanent in the Civil Service title of Construction Project Manager.
Salary : $105,000.00 – $115,000.00
Key Responsibilities
Oversee the inspection, maintenance, repair, and quality assurance of all boiler, heating, hot water, and steam equipment
Plan and execute the annual major overhaul program for all heating equipment and scheduled inspections
Monitor heating and cooling operations to ensure compliance with agency policies
Conduct regular field inspections to support efficient equipment maintenance
Supervise and deploy staff for emergencies and planned preventive maintenance activities; prepare after‑action reports as needed
Review work orders and productivity reports to identify trends and track performance
Compile and analyze performance indicator reports and field inspection surveys to determine corrective actions for long‑standing deficiencies
Ensure front‑line supervisors maintain adequate inventory of heating equipment replacement parts; establish reorder points and minimum stock levels
Assess equipment for end‑of‑life cycle replacement within ACS’s Capital Plan
Ensure compliance with all regulatory agency requirements
Serve as Acting Executive Director in the Executive Director’s absence, when required
Evaluate project budgets and underwriting
Facilitate projects from inception through contract registration
Serve as ACS liaison to external partners, including construction vendors, oversight agencies, consultants, and government entities
Support the issuance of Requests for Proposals (RFPs) by performing financial modeling of anticipated affordability scenarios
Lead special projects to support time‑sensitive ACS priorities
Write and manage vendor contracts
Minimum Qualifications
Four‑year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full‑time satisfactory experience managing and / or inspecting one or more construction projects each with a total cost of at least $300,000 for each of the five years of the required experience.
One year of the above experience and a baccalaureate degree in engineering, architecture, or a related field; or
One year of the above experience and a valid license as a professional engineer, registered architect, or registered landscape architect issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States.
Four‑year high school diploma or its educational equivalent plus a combination of at least two years of experience as described in (1) and the education described in (2) to equal a total of five years of education and experience. Undergrad matriculation may be substituted based on 30 semester credits for one year of satisfactory full‑time experience up to a maximum of three years of experience.
Preferred Skills
Excellent leadership, facilitation of teamwork, and written and verbal communication skills.
Strong supervisory and managerial experience with facilities management, stationary engineers, procurement / budget, records, and project management policies and procedures.
Proficient with Microsoft Word, PowerPoint, and Excel.
Additional Information
Section 424‑A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child‑caring responsibilities has been the subject of a child abuse and maltreatment report.
Driver License Requirement
At the time of appointment, you must have a valid motor vehicle driver license in the State of New York. Moving violations, license suspension, or an accident record may disqualify you. This license must be maintained for the duration of employment.
