Job Description :

The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Permanent Learning and Development Specialist 2 position. This position is in-office without the opportunity for a hybrid or remote schedule.

The salary listed is the non-PERS (Public Employee Retirement System) qualifying salary range. Prior to applying you should ensure all sections of your Workday Job History page is accurate and complete. This information is utilized during the pay equity analysis phase.

Summary of Job Duties :

In this position, you will design, coordinate, deliver and evaluate the statewide Education and Training Program for approximately 625 Law Enforcement Data Systems (LEDS) system user agencies comprised of both criminal and non-criminal justice agencies at the local, state, and federal levels. As a member of the LEDS Training Team, you will be responsible for all operational and technical aspects of LEDS user training and program development in support of Criminal Justice Information Services (CJIS) Programs.

Minimum Qualifications / Eligibility Requirements :

Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment;

Five years of work experience designing, planning, and implementing organizational development strategies.

A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

Preferred Skills :

Skills in referencing policy and procedure manuals, handbooks, or specialized sources to research and analyze information with a focus on creating training material.

Skills instructing / explaining rules or policies via in-person, webinar, phone or in writing, working effectively with a wide range of constituencies in a diverse community.

Ability to recognize issues or situations that could have an adverse impact and make independent judgements and decisions in the explanation and application of policies, statutes, administrative rules, regulations, and procedures.

Experience in working with and applying process improvement methods to ensure effective training.

Expertise in Microsoft Office Suite, Adobe Suite, or other training curriculum software.
