Duties and Responsibilities

  • Serves as the Hazardous Materials Compliance Specialist on a team of University of Hawaii (UH) environmental compliance specialists that supports the U.S. Army Reserve 9

Mission Support Commands (USAR 9

th

MSC) compliance with applicable environmental laws in its operations in Hawaii and the Pacific.

  • Acts as the primary point of contact (POC) for the hazardous waste program.
  • Works with stakeholders to ensure proper disposal and compliance with hazardous waste rules and requirements.
  • Conducts regular inspections of hazardous and non-hazardous regulated waste collection points.
  • Maintains and updates the Integrated Hazardous Waste Management Plan (IHWMP) at a minimum annually. As needed and required submit reports to state federal agencies. Must be able to obtain toxics certifications appropriate to the federal state or territorial regulations.
  • Acts as the POC for toxics issues and maintains a current toxics status for all facilities in spreadsheet or databases as applicable.
  • Track and manage toxics documentation to include reports studies inspections and work orders. Prepares and / or reviews all plans reports surveys and inspections related to toxics management.
  • Maintains and implements Pollution Prevention requirements / plans and Integrated Hazardous Materials Management Plans (IHMMP).
  • Maintains and comprehends the hazardous materials inventories authorized use and associated procurement processes at each location within the area of responsibility (AOR).
  • Collaborates with stakeholder components responsible for procurement and distribution of hazardous materials.
  • Records and documentation may include access to databases and other programs to keep track and monitor the acquisition and supply.
  • Ensures timely annual and / or semi-annual reporting for Emergency Planning and Community Right to Know Act (EPCRA). Review proposed drawings scopes and other technical specifications in projects to determine if scope language needs to be added or revised to reduce potential for pollution from the activity.
  • Maintains and implements the Integrated Solid Waste Management Plans (ISWMPs). Annually review existing ISWMP and if needed revise the plans accordingly.
  • Acts as the POC for solid waste and recycling assisting with coordinating efforts to formulate and implement policies procedures guidelines and rules related to waste management.
  • Prepares and maintains a current inventory of facility structures / equipment subject to solid waste management storage and best management practices. This inventory includes but is not limited to : amount generated with statistics per person recycling collection points solid waste collection points quantities recycled by stream etc.
  • Understands waste and recycling matters to include ensuring that solid waste and recycling requirements are met in respective locations. Continue to maintain good relationships with stakeholders.
  • Conducts Environmental Compliance Officer (ECO) Training and supports the POC as it relates to conducting the ECO training associated with the programs required in this role.
  • Supports the primary POC assigned by the customer for internal Environmental Performance Assessment System EPAS (iEPAS) and External EPAS (eEPAS) as requested and as it relates to the pertinent program including but not limited to Solid Waste Hazardous Waste Hazardous Materials procurement and Toxics.
  • Ensures completion of iEPAS at least once a year.
  • Collaborates on initiatives to build capacity for environmental compliance on military installations in Hawaii and the Pacific through internships graduate assistantships and similar programs placing students and early professionals in USAR 9

  • Coordinates such opportunities with similar programs within UH for environmental compliance on military installations.
  • Shares best practices for environmental compliance on military installations through with the UH Land and Ocean Conservation Futures Environmental Stewardship Center in coordination with USAR 9

  • Reports to the Environmental Compliance Program Manager assigned to the USAR 9

  • Minimum Qualifications :

    Education and Professional Work Experience :

  • Possession of a baccalaureate degree in Environmental Science Environmental Studies Planning Environmental Management Sustainability or other related field and three (3) years of progressively responsible professional experience with environmental regulatory compliance; or any equivalent combination of education and / or professional work experience which provides the required education knowledge skills and abilities as indicated.
  • Knowledge Skills and Abilities :

  • Considerable working knowledge of principles practices and techniques in the area of environmental regulatory compliance as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal state and territorial laws rules regulations and theories and systems associated with environmental regulatory compliance.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  • Demonstrated ability to operate and secure furnished equipment such as a computer and apply word / visual processing software and other databases as required by the task.
  • Supplemental Minimum Qualifications :

  • Ability to travel independently to various geographical locations in a timely manner. Requirements may be fulfilled by a valid Hawaii Drivers License (Class 3) comparable drivers license or other means of transportation that meets position needs.
  • Demonstrated ability to be able to collect waste samples according to methodology and review sampling analysis reports.
  • Desirable Qualifications :

  • Demonstrated ability to understand military structure guidelines and how to operate in a mission focused climate.
  • Demonstrated ability to travel at least monthly prepare narrative summary reports and expense reports in accordance with regulation and policy.
