Job Summary
Member of the Southern California Permanente Medical Group Executive Team, providing oversight for 4.9M+ million KP members, cared for by 8,000+ SCPMG physicians and over 43,000+ employees at nearly 200 medical office buildings and 16 hospitals. In alignment with the KP Promise (to consistently provide high quality, affordable health care in an easy and convenient manner with a personal touch), the CPO works primarily with the SCPMG Medical Director for Physician Relations and People & Culture to ensure SCPMG remains the best place to practice medicine and receive care. The role also shares joint accountability with the SCPMG Executive Team to create a workforce strategy and build a culture that delivers on the Kaiser Permanente mission. As a core member of the executive leadership team, the CPO collaborates with Kaiser Foundation Hospital and Health Plan and represents People and Culture in regional and national forums and ensures compliance with regulatory and partnership agreements. This role ensures alignment between business objectives and human capital priorities, fostering a culture that supports clinical excellence and operational success. The CPO oversees aspects of human resources management, including physician relations, labor relations, physician recruitment, talent acquisition, workforce planning, physician and employee wellness, threat management, leadership development, organizational effectiveness and compliance. The role will partner closely with the SCPMG Chief Operating Officer on employee human resources and labor relations matters, and shares oversight with the SCPMG Chief Officer, Quality & Systems of Care to address social health needs. The CPO is accountable for delivering measurable outcomes in the areas of engagement, retention, leadership capability, and workforce inclusion and diversity. This role requires strategic vision, operational execution, and the ability to lead through change while building trust and collaboration across all levels of the organization.
Essential Responsibilities
Lead the development and execution of SCPMGs People strategy, ensuring alignment with clinical, operational, and cultural goals.
Champion physician and employee engagement, wellness, and retention initiatives that support SCPMGs mission and values.
Oversee strategic workforce planning, talent acquisition, succession planning, redeployments, and leadership development across the medical group.
Drive organizational effectiveness through culture transformation, change management, and team performance strategies.
Collaborate with physician and administrative leaders to understand strengths, gaps and needs and to develop workforce plans, competency development and learning plans, in alignment with clinical and business priorities.
Ensure compliance with labor relations frameworks
Effectively lead and negotiate labor agreements in alignment with labor relations strategy and in partnership with operational and legal teams.
Measure and analyze the effectiveness of Physician Relations and People & Culture programs and execute continuous improvement plans based on data and feedback.
Serve as a key advisor to the SCPMG Executive Medical Director and other senior leaders on workforce strategy and organizational development.
Drive initiatives that promote inclusion and belonging across the organization.
Ensure a highly effective and productive employee relations environment
Lead organizational development efforts to enhance performance, engagement, and culture.
Represent SCPMG in regional and national forums on workforce strategy and organizational culture.
Foster open communication and collaboration across national, regional and medical center leadership.
Basic Qualifications
Experience
Minimum ten (10) years of progressive leadership experience in a large, complex healthcare or similar organization.
Education
Masters degree from accredited college or university
Bachelors degree from accredited college or university

Proven success in leading large-scale organizational change and workforce strategy in complex environments.
Deep understanding of physician group dynamics, healthcare delivery models and regulatory frameworks

Knowledge of labor laws, proficiency with HR technology, and strong soft skills like emotional intelligence and change management.

Support labor and physician workforce needs to ensure successful implementation of operational programs, while upholding business imperatives of quality, access, service, and finance.
Ability to influence and build consensus across diverse stakeholder groups.
Track record of innovation in workforce planning and talent management.
Preferred Qualifications
Masters degree in human resources management, Health Administration, Business Administration, Organizational Development, Nursing, or related fields.
