About the Role
We are seeking a results-driven Senior Technical Project Manager with deep experience in third-party vendor management and a strong understanding of technical maintenance and support operations. This role will oversee the performance, coordination, and compliance of external vendors while ensuring the stability, reliability, and lifecycle support of mission-critical systems or services. As the key liaison between internal teams and external service providers, you will manage vendor relationships, support contracts, incident response workflows, and preventative maintenance schedules. You will play a vital role in ensuring that vendor-delivered services meet both operational support standards and strategic business objectives. You will work closely with technical teams, support staff, healthcare partners, and third-party vendors to ensure the reliable performance while assisting with small-scale projects, system updates, issue tracking, and coordination of support activities. You will join a hard-working, knowledgeable team dedicated to shaping the EHR experience for service members, veterans, American Indians, and Alaska Natives.
Responsibilities
Lead third-party vendor management activities, including onboarding, contract execution, compliance monitoring, and performance oversight. Oversee and coordinate maintenance and support operations provided by internal teams and external vendors across hardware, software, or biomedical systems (depending on environment). Track Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and enforce contractual obligations. Manage recurring support contracts, maintenance schedules, warranties, and asset lifecycle plans. Serve as escalation point for unresolved vendor support issues and ensure timely incident resolution. Collaborate with procurement, security, legal, and operations to ensure vendors comply with internal policies and regulatory requirements (e.g., HIPAA, ISO, FISMA). Facilitate routine vendor performance reviews, audits, and status meetings. Support asset inventory tracking, system patching, upgrades, and refresh cycles. Create and maintain project documentation, including vendor scorecards, maintenance logs, service reports, and risk registers. Develop communication plans and provide regular updates to leadership and stakeholders regarding vendor performance and support activities.
Required Qualifications
Bachelor's degree in Information Technology, Engineering, Business Administration, or related field. 8+ years of technical project management experience, including 3+ years managing vendor relationships and support / maintenance operations. Strong understanding of support operations frameworks (e.g., ITIL) and vendor service management best practices. Proven experience with contract management, service level enforcement, and cross-functional coordination. Demonstrated ability to handle escalations, mitigate risks, and drive continuous improvement. Excellent communication, negotiation, and stakeholder management skills. Experience with tools such as ServiceNow, Jira, Smartsheet, or CMMS platforms. Clearance eligibility (e.g., Public Trust, Secret).
Preferred Qualifications
Project Management Professional (PMP), ITIL, or equivalent certification. Experience in regulated environments (e.g., federal, healthcare, finance, or energy). Familiarity with compliance frameworks like HIPAA, SOC 2, ISO 27001, FISMA, or FDA regulations for medical systems. Background in managing support for cloud services, enterprise software, or connected devices (as applicable).
Expectations
Must reside in or around the Arlington, VA area. Perform additional duties, as assigned. Willing to travel up to 25% as needed. Willing to work additional or irregular hours as needed and allowed by local regulations. Work in accordance with corporate and organizational security policies and procedures, understand personal role in safeguarding corporate and client assets, and take appropriate action to prevent and report any compromises of security within scope of position.

US : Hiring Range in USD from : $70,600 to $141,200 per annum. May be eligible for bonus and equity. Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
