JOB TITLE : Assistant Tax Assessor
REPORTS TO : Tax Assessor-Collector
WAGE / HOUR STATUS : Exempt
PAY GRADE : AM 2
PRIMARY PURPOSE :
The Assistant Tax Assessor-Collector is responsible for providing a smooth operation of tax system functions. Bridging the communication and work tasks of the office staff, the public, the appraisal district, tax attorney and fiduciaries

QUALIFICATIONS : Required :
- 60+ hours from an accredited college or university
- Working toward a Registered Tax Assessor / Collector certificate
- 3 yrs. school district experience
Preferred :
5 yrs. school district experienceSPECIAL KNOWLEDGE / SKILLS :
Strong understanding of tax lawsStrong mathematical skillsAbility to coordinate different phases of tax cycleAbility to communicate well with appraisal district, tax attorney, mortgagers, individual taxpayers and co-workersDetailed orientated and strong analytical skillsMAJOR RESPONSIBILITIES AND DUTIES :
Process the balancing of appraisal district updates and certified rolls for Spring ISD, and HCWCID #92. Generate refunds from appraisal correction rolls and print and mail adjusted statements timely.Maintain and balance uncollectable journal and prior / current year adjustment manual.Assist the public and the appraisal district with questions and issues.Assist assessor collector with tax software support on main frame applications.Process over 65 exemption freezes, research and maintenance of OV65 / disabled ceilings.Prepare and handle all batch statement mail-outs to meet the tax legal requirements, coordinate with and e-mail or FTP files to print vendor selected.Upload and process all electronic mortgage company requests, billing / payment files and bank Lock Box payments. Coordinate with tax service companies to receive files timely.Calculate disbursements of foreclosure resale payments. Monitor delinquent lawsuits through foreclosure proceedings and the foreclosure listing updates. Notify the appraisal district of all foreclosure and resale deeds recorded.Calculate and process tax ceiling certificates, pro-rations, AG rollbacks, timber excel spreadsheets, CAFR excel spreadsheet, Tax Increment Finance Zone excel spreadsheet, ceiling transfer certificates, frozen ceiling accounts and mobile home tax certificates.Prepare end-of-month Legal Cost Paid Report and process monthly FTP update for delinquent attorney.Train with assessor collector to learn state reports and truth in taxation process.Process Mobile Home State Tax Lien Filing and assist with filing / releasing of MH Liens.Process Transfer of Lien payments by 3rd parties and affidavits to be notarized.Communicate with web tech support monitoring changes for tax office website.Train with assessor collector to learn processing and maintaining of TIF zone payments.Prepare and balance fiscal year-end audit reports, monthly balancing for collection reports and balance to general ledger.Cross trained to assist with front counter payments, processing mailed payments during heavy season, assisting with phone calls & mobile home certificate calculations.Perform other duties as assigned.WORKING CONDITIONS :
The usual and customary methods of performing the job's functions require the following physical demands : physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and / or pulling up to 15lbs. This position will also require both traveling within the district and state wide, occasional prolonged and irregular hours. Mental demands : Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to apply knowledge of current research and theory, ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
