GENERAL DESCRIPTION
Responsible for maintaining logical databases that support the data needs of TPWD. Knowledge of various database management systems (DBMS), such as Oracle, SQL Server, MySQL, PostgreSQL, etc., and their features, functions, and limitations.
Under the direction of the Technical Services Manager, this position performs complex (journey-level) database administration work. The Database Administrator II (Oracle DBA) is responsible for junior-level data administration activities.Performs development functions with multiple operating systems and anticipates technical anomalies and enhancements for various environments. Administers databases, web, application and batch process servers, with a focus on design and infrastructure. Performs requirements analysis, performs unit testing, and creates documentation. Interprets project requirements and implements the database according to the client’s specifications. Provides support and user training on developed systems.Helps in documenting new methods for data handling within the Texas Parks and Wildlife’s product lines. Provides after-hours support during emergencies. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.Performs additional duties as assigned.Complies with all Agency, Division, and Branch rules, regulations, and procedures.
Qualifications
MINIMUM QUALIFICATIONS :
Education :
Completion of ninety semester hours from an accredited college or university.
Experience :
One year of full-time experience as an Oracle Database Administrator.
Licensure :
Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.
NOTE : Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS :
Education :
One additional year of the required experience in Oracle Database administration may substitute for thirty semester hours of the required education, with a maximum substitution of sixty semester hours.
PREFERRED QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a bachelor’s degree in a technology-related field.
Experience :
Experience in administering Oracle E-business suite.
Experience OFMW (Oracle Fusion Middleware, Forms and Reports).
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of the principals, practices and techniques of database design and development, database structures and theories, and current database technologies.
Knowledge of database concepts, principles, and best practices, such as data modeling, normalization, indexing, partitioning, security, backup and recovery, performance tuning, and data quality.
Knowledge of various data integration tools and techniques, such as ETL (extract, transform, load), ELT (extract, load, transform), data pipelines, data warehousing, data lakes, etc.
Knowledge of enterprise-wide IT systems design, implementation techniques, and structured management techniques.
Knowledge of various database management systems (DBMS), such as Oracle, SQL Server, MySQL, PostgreSQL, MongoDB, etc., and their features, functions, and imitations.
Knowledge of software or applications development life cycle.
Knowledge of computer programming languages.
Knowledge of data processing flowcharting techniques.
Knowledge of Public Cloud-hosting solutions (AWS, Azure, GCP, etc.).
Knowledge of Oracle E-business suite.
Knowledge of Oracle Fusion middleware, Forms and Reports.
Knowledge of Rest API, and API designs and best practices.
Knowledge of Active Directory authentication and integration.
Skill in designing, writing, and maintaining database architecture.
Skill in proactively monitoring the database environment and making changes to data structures, SQL, application logic or the DBMS subsystem to optimize performance.
Skill in using Oracle 19c Database.
Skill in database administration, management, data imports and exports and developing reports.
Skill in designing and developing logical database schemas, tables, views, indexes, constraints, triggers, stored procedures, functions, etc., using appropriate tools and languages.
Skill in testing and debugging logical database objects and code, using appropriate tools and methods.
Skill in collaborating and communicating with other database administrators, developers, analysts, users, and stakeholders on logical database design, development, maintenance, and support issues.
Skill in providing quality customer service in a courteous and professional manner.

Skill at Oracle SQL for Database Administration Scripting.
Skill in Oracle Replication using Materialized Views.
Skill in Unix shell scripting.
Skill in the diagnosis and troubleshooting of database errors.
Skill with Database Performance Tuning using Oracle Enterprise Manager and custom SQL Scripts.
Skill in migrating data using DATAPUMP.
Skill in applying patches to Oracle Database and Oracle Application Servers.
Skill in MSSQL, PostgreSQL, MySQL, and other type style databases.
Ability to diagnose and independently resolve issues related to the administration of the agency databases and system environments.
Ability to translate a data model or logical database design into an actual database implementation and to manage that database once it has been implemented.
Ability to create an efficient physical database design from a logical data model and application specifications.
Ability to perform database performance tuning.
Ability to manage database security, integrity, and backup procedures.
Ability to provide technical expertise in the design, implementation, and maintenance of database management systems.
Ability to learn new technologies and tools related to logical database administration and keep abreast of the latest trends and developments in the field.
Ability to provide after-hours support for Application / Database upgrades and maintenance.
Ability to provide after-hours support during emergency situations.
Ability to coordinate and communicate effectively with 3rd party vendors.

WORKING CONDITIONS :
Required to work from 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday, alternative schedule may be available.
Required to provide after-hours support for Application / Database upgrades and maintenance.
Required to provide after-hours support during emergency situations.
Required to perform manual labor including, lifting supplies and materials up to 25 lbs.
Required to travel up to 10% with possible overnight stays.
Must conform to TPWD dress and grooming standards, work rules, and safety procedures.
