Job Description

PURPOSE OF POSITION :

Develop implement and manage the environmental programs at the Alaska Railroad Corporation to ensure corporate compliance with federal and state regulations. Examine ARRC operations for their impact on the environment and make recommendations for improvement.

Duties and Responsibilities :

Supervise and / or develop and manage ARRC SWPPP permits monitoring and reporting for ARRC operational terminals.

Supervise and / or develop manage and execute ARRC Vegetation Control Program including coordination / consultation / permitting with regulatory agencies issuing public notice and procurement of contractors

Supervise and / or develop manage and execute ARRC Historic Preservation program.

Supervise and / or develop and manage ARRC Wetlands Banks including monitoring and reporting of existing wetlands banks and work with appropriate ARRC departments in the identification and development of new wetlands banks.

Interface with regulatory agencies and other public groups at a technical and informational level. Maintain a working knowledge of current environment regulatory issues and their expected impact on the corporation. Make recommendations to ARRC management on environmental policy actions.

Assists the emergency response planning as related to hazardous and regulated materials.

Develop and administer capital and operating Environmental Department budgets. Coordinate closely with other departments to ensure proper budgeting of environmental costs. Assist in development of project priorities.

Assists in the strategic planning related to the development of general regulatory strategy relating to capital and maintenance programs. Is capable of solely leading the timely acquisition of complicated and / or multi-agency regulatory approvals and the negotiation of mitigation. Is called upon to assist in the development of company rules and standards related to the approaches to regulatory approvals documentation and record keeping.

Manages the department responsible for the acquisition of regulatory permits and the development of NEPA documents for capital and maintenance projects. Assists as necessary in the development and acquisition of regulatory permits and the development and maintenance of databases records and programmatic agreements associated with regulatory permits and applicable laws. Manages and maintains good working relationship with regulators.

Required to participate in Incident Command exercises and activities.

FACTOR 1 : Technical and Operational Knowledge

Must have knowledge of the established principles concepts and methods of environmental protection program work NEPA and skill in applying this knowledge in performing a variety of duties involving the management coordination monitoring oversight or evaluation of programs projects or activities. The work requires knowledge and understanding of recognized reference standards regulatory requirements and pertinent statutes sufficient to ensure environmental compliance and provide technical assistance to operating personnel and managers. Must have demonstrated experience with relevant federal and state laws including the Storm Water Spill Prevention Control & Countermeasures National Environmental Policy Act (NEPA) the Clean Water Act and implementing regulations. Knowledge of and experience with tracking and monitoring projects to ensure compliance is required. Experience with regulatory agency coordination is required.

Superior communication skills both oral and written are required with specific ability to write clear reports; coordinate and explain environmental and hazardous materials programs; analyze data to assess problems and develop methods of resolution; establish rules and procedures; and ensure the ARRC is meeting legal and environmental requirements.

FACTOR 2 : Analytical Skills & Impact

Must have the analytical skills necessary to assess regulatory requirements for each project prepare permit applications and plans and provide technical assistance to ARRC facilities and other staff regulatory agency personnel and contractors. Must be able to use judgment in choosing interpreting and adapting guidelines and precedents to specific issues or problems in accordance with established policies and accepted practices. Uses initiative and resourcefulness in deviating from refining or extending traditional methods and practices or in developing and recommending new or substantially modified methods criteria or policies. The work includes a wide variety of duties involving diverse and complex technical problems and considerations. The work affects the operation of ARRC environmental protection programs the adequacy of such activities as emergency or planned removal actions compliance reviews enforcement actions and settlements and the research and study of conclusions.

Knowledge and skill required to make recommendations on environmental policy actions. Participates in developing rules and regulations to protect people and the environment. Provides assistance in the event of hazardous materials spills determines hazardous impact and recommends corrective action.

Conducts studies research and inspections to develop methods of abating or controlling sources of environmental pollutants utilizing knowledge of principles and concepts of various scientific and engineering disciplines.

FACTOR 3 : Supervision and Control

Directly supervises the activities of full-time Environmental permitting staff. Manages contractors working on behalf of ARRC performing environmental planning vegetation management or other activities.

FACTOR 4 : Communication

Contacts include all levels of the organization for the purpose of ensuring employees are complying with federal and state environmental regulations and ARRCs policies and procedures. Confers with regulatory agencies and other public groups at a technical and informational level on environmental standards practices and new developments. Maintains a good working relationship with regulatory agencies.

FACTOR 5 : Working Conditions

Works predominately in an office environment but requires regular visits to all ARRC work site areas. Exposure to environmental extremes and occasional hazardous conditions during the course of activities.

Education Requirements

Bachelors degree in environmental engineering physical or natural sciences or related environmental field.

Work Experience

Fifteen (15) years of professional experience in environmental programs with progressive growth in responsibility over that time period.

Two (2) years of supervisory experience.

Knowledge of relevant federal and state laws to manage develop and manage the NEPA process for transportation infrastructure.

Knowledge experience and understanding of regulatory permitting and reporting requirements associated with construction and maintenance of transportation and waterfront facilities.

Superior communication skills both oral and written are required with specific ability to write clear reports; coordinate and explain environmental programs; analyze data to assess problems and develop methods of resolution; establish rules and procedures; and ensure the ARRC is meeting legal and environmental requirements.

Ability to develop and maintain positive working relationship with local state and federal regulators.

Certification / License Requirements

Valid drivers license.

Preferred Qualifications

Demonstrated ability to work with technical practitioners in project scope development to minimize regulatory impact.
