FOIA Analyst
The FOIA Analyst will provide analytical and administrative support services to the National Park Service (NPS) in response to Freedom of Information Act (FOIA) requests and litigation. This role involves managing intake, conducting searches, processing records, preparing responses, and maintaining administrative case files in compliance with statutory, regulatory, and agency guidelines.
FOIA Request Management
- Monitor FOIAXpress, mail, fax, and email for new FOIA requests.
- Analyze requests for procedural deficiencies and draft acknowledgment letters.
- Assign requests to appropriate regional and park FOIA Points of Contact (POCs).
- Coordinate with NPS components for review and delivery of responsive records.
Records Search and Review
Identify custodians and task searches for responsive records.Provide training and guidance to custodians on proper search procedures.Review and organize documents for responsiveness and convert to PDF format.Processing and Response Preparation
Identify and redact exempt information under FOIA / Privacy Act.Prepare internal and external correspondence for FOIA responses.Coordinate with legal counsel and program POCs for review and finalization.Prepare final response packages and flag sensitive information for review.Administrative Support
Maintain electronic case files and update FOIAXpress.Perform clerical duties including correspondence, filing, and phone support.Prepare Vaughn indices, weekly leadership reports, and monthly audit reports.Ensure Section 508 compliance for posted materials.Required Qualifications
Education : Associate's degree or equivalent experience.Experience : Minimum of 3 years in analytical and administrative support services, including FOIA processing.Technical Skills :Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel).
Adobe Acrobat and electronic FOIA / e-discovery tools.Knowledge of Section 508 accessibility standards.FOIA Expertise : Proven understanding of FOIA (5 U.S.C. 552) and ability to analyze and apply exemptions.Communication : Excellent oral and written communication skills.Security Requirements
Must successfully complete a National Agency Check (NAC) or National Agency Check with Inquiries (NACI).Must obtain and wear a government-issued identification badge.Must comply with all physical and information security protocols.Benefits
