Reports to the Executive Director of Pharmacy Services or designee. The 340B Program Manager serves as a key resource and subject matter expert for all aspects of the organization’s 340B Drug Program. The 340B Program Manager is responsible for planning, implementing, supporting, and optimizing projects related to the 340B program at Beacon Health System. This role is responsible for managing registration, recertification, and participation in the 340B Program for all 340B Covered Entities at Beacon Health System and ensuring that all use of 340B throughout the Beacon Health System is fully compliant.
Responsible for maximizing 340B savings by ensuring full program participation across all eligible areas, in alignment with objectives set by leadership. Responsible for ensuring participation qualifications are met and maintained. Responsible for compliant medication procurement, billing, and inventory management, and for the prevention of diversion of 340B drugs. Responsible for monitoring and assessing the potential institutional impact of new and proposed 340B regulations and changes to 340B rulings and interpretations. Responsible for adherence to and maintenance of 340B related policies and procedures. Responsible for providing 340B Compliance Program updates.

340B Program Compliance
Continually monitors 340B regulations to ensure federal compliance, staying up to date on all rule changes, including HRSA / OPA and Medicaid. Shares all learnings and hot topics with management and staff.Keeps abreast of trends and issues by attending 340B trainings, monitoring industry publications and websites, professional media, literature, and peers to ensure that the institution has the latest information regarding interpretations, rulings, suggestions and advanced ideas for improving participation.Determines the best use of 340B program staff by collaborating with Prime Vendor Program, Pharmacy Leadership, and other 340B institutions.Ensures that the annual HRSA recertification completion for all covered entities is within the allowable time frame.Ensures that the HRSA 340B Database is accurate for all organization entities.Ensures registration of any new child site within the allowable time frame.Develops and / or updates 340B policies and procedures whenever there is clarification to interpretation, or change in the rules, regulations, or guidelines to 340B requirements. Reviews 340B policies and procedures routinely.Responsible for the oversight of required 340B audits, both internally and externally.Maintains a current state of audit readiness.Serves as the point person and coordinator for all audits.Coordinates all audit requests and responses.Coordinates external compliance assessments with outside firms, where appropriate, to validate internal processes.Training and Education
Develops training and competency materials for all staff who work with the 340B program.Conducts ongoing 340B program training for staff.Regularly communicates with all staff involved with the 340B program to ensure that processes remain efficient and to address any problems or suggestions for improvement.Program Enhancement and Optimization
Identifies, evaluates, and implements opportunities for cost savings, efficiency improvements, and program growth.Provides strategic input on the development of contract pharmacy relationships and outpatient 340B-eligible services.Leads optimization of split-billing / third-party administrator systems to ensure accurate purchasing and replenishment.Collaborates with manufacturers, wholesalers, and vendors to ensure proper program utilization and contract opportunities.Supports leadership in business plan development and action planning related to 340B services.Participates in committees, workgroups, and projects to improve organizational pharmacy services and 340B integration.Provides input and implements business plans in coordination with the organization’s pharmacy leadership for organizational facilities to help use 340B savings to expand and improve care provided to underserved and vulnerable populations; assists facilities to prioritize and implement outpatient program development and contract pharmacy agreements related to 340B; and assists the organization’s leadership with program development and optimization.Provides oversight for the implementation of process improvement initiatives and creates an environment that places an emphasis on continuous monitoring and improvement.Reporting and Financial Analysis
Prepares, monitors and reports measurements to ensure satisfaction with the 340B program.Develops, monitors, and presents reports on 340B participation that clearly document utilization, savings, problem areas, exceptions, and / or discrepancies to pharmacy and administrative leadership.Routinely communicates any questions, issues, or discrepancies with the appropriate authority.Reports on saving opportunities.Communicates key metrics and improvement actions to leadership.Ensures appropriate documentation and audit trail across areas of responsibility.Develops, monitors, maintains, and presents reports to managers and directors on budget variances.Develops and prepares drug spend analysis for forecasting and budgeting.Completes analytics on any department changes that may affect budget to make appropriate budgetary adjustments.Serves as the point person for finance as it relates to reporting needs for drug expense.Establishes understanding and relationships with Finance and Information Services departments to monitor changes that could affect 340B qualification, including changes in the points of service position on the Medicare cost report, changes in institutional ownership or related relationships (i.e. joint ventures, etc.) and changes or negative trends in disproportionate patient percentage under the Medicare Disproportionate Share Hospital adjustment.Collaborates with the Pharmacy Informatics Team and Finance Team on charge description master (CDM) changes for new products, product changes, etc., that ensures the efficiency and accuracy of the charge process.Oversees audits or compliance assessments of specific areas and specific products to assure the CDM is accurate.Collaborates with Beacon Community Impact to report out how the 340B savings help improve our community’s health and address the needs of our vulnerable populations.Operations
Responsible for the day-to-day management, compliance review, and operations of clinic-administered medications in eligible locations, mixed-use areas managed by split-billing software, outpatient prescriptions fulfilled by an owned pharmacy, and outpatient prescriptions fulfilled by a contract 340B pharmacy.Responsible for managing and troubleshooting pharmacy billing issues and ensuring that adequate systems checks are reviewed to prevent billing issues.Participate in interviews, selection, orientation, and training of new employees.Provide input on staff performance, including providing feedback for performance evaluations.Participate in staff meetings to communicate changes and address issues that need to be discussed.Assist in the implementation of policies and procedures and ensures uniform compliance.Utilize time tracking tools, as required by department, to assure accurate project planning and budgeting needs.Oversees staff supporting the 340B programContract Oversight
Reviews and offers recommendations on all 340B-related contracts, including contract pharmacies and TPAs, while ensuring compliance and alignment with program requirements.Coordinates and monitors contract pharmacy compliance, billing services, and audit processes.Evaluates current and future contract pharmacy opportunities, ensuring favorable fee structures, compliant data sharing, and proper contract terms.Purchasing, Inventory, and Supply Chain Management
Oversees 340B purchasing processes to ensure compliant and cost-effective procurement.Monitors replenishment processes for 340B-eligible medications.Tracks and reconciles 340B and non-340B inventory, resolving discrepancies and ensuring accurate records.Monitors for product shortages, pricing changes, and formulary adjustments, working with pharmacy and medical staff as needed.Maintains databases to reflect current formulary and contract specifications.Analyzes purchasing data to identify cost-saving opportunities and ensures proper utilization of 340B savings.Analyze invoices, shipping, and inventory processes.Comply with all track-and-trace legal requirements of the Drug Supply Chain Security Act for purchasing and distribution of drug products.Split-Billing / Third-Party Administrator (TPA) Oversight
Ensures effective use and optimization of split-billing / TPA software for mixed-use and outpatient areas.Educates buyers and staff on the correct usage of accounts (WAC, GPO, 340B, non-340B) for inventory replenishment.Coordinates inventory processes and supports system maintenance.ORGANIZATIONAL RESPONSIBILITIES

The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of a bachelor’s degree or an associate degree combined with relevant experience in the 340B program. Apexus Advanced 340B Operations certification strongly preferred at acceptance of the role and required within 6 months. Preference will be given to candidates with training and experience with those software and hardware products regularly used by Beacon Health System. Minimum of 3-5 years of 340B Compliance program. Minimum of 3-5 years in pharmacy, healthcare finance, supply chain, or related field. Strong background in data analysis, contract management, and / or pharmacy purchasing and inventory. Familiarity with HRSA / OPA, state / federal 340B regulations, and DSCSA guidelines preferred.
Demonstrates advanced knowledge of the Pharmacy Department's day-to-day operations, policies and procedures. Also acquires a solid understanding of how the 340B program is used and implemented within the hospital and any offsite locations operating under the hospital license.Requires the technical computer skills and knowledge necessary to effectively use and support various software and hardware.
