The Business Systems Analyst (BSA) works within the Transit Control Center (TCC) Technology Systems department which is a subunit of Transportation Operations within Metro Transit. The BSA will be responsible for supporting the administration maintenance and execution of Computer-Aided Dispatch / Automatic Vehicle Location (CAD / AVL) systems Intelligent Transportation Systems (ITS) Advanced Transportation Management Systems (ATMS). The position will also perform data reporting and analysis and support other systems used by the department to support the delivery of high-quality public transportation within the Twin Cities region.
What you would do in this job
Key Responsibilities Include (but are not limited to) :
Administration & Support
Support the administration maintenance and execution of Computer-Aided Dispatch / Automatic Vehicle Location (CAD / AVL) systems Intelligent Transportation Systems (ITS) Advanced Transportation Management Systems (ATMS) and other systems used by the department.
Provide first responder for systems troubleshooting and service inquiries.
Provide rotational after-hour support.
Analysis and Data Quality Support
Perform recurring periodic and ad-hoc statistical analysis root cause analysis report development and data mining transformation warehousing deployment presentation and interpretation
Perform Geospatial analysis and data quality support for Intelligent Transport Systems (ITS).
and Process Improvement
Perform identification and development of solutions (e.g. available / supported in the enterprise custom or commercial-off-the-shelf) to address any process workflow or data integration gaps (including interdepartmental and enterprise-wide)
Perform business process (re)design and documentation; business and use case development.
and Interface management
Manage the weekly schedule data merge process including system setup interface execution validation and troubleshooting.
with IT and Vendors
Collaborate with Information Service (IS) personnel and vendors in database server administration and issue resolutions.

What education and experience are required for this job (minimum qualifications)
Bachelors degree or higher in Management Information Systems Business Administration Information Technology Computer Science Geographic Information Science or related field
Equivalencies :
Associates degree in management information systems Business Administration Information Technology Computer Science Geographic Information Science or related field AND two (2) years of experience in system administration management analysis or related analytical field.
High School Diploma or GED; AND four (4) years of experience system administration management analysis related analytical field.

Ability to collaborate as the technical liaison to all departmental staff and with other departments personnel and enterprise support groups
Ability to be the first line of support and remediation within department for technology inquiries from staff and errors generated by departmental and enterprise systems and technology
Requires the skill to provide basic client services to the public and other agencies within the organization.
Requires tact courtesy and cooperation in dealings with others where the primary purpose is the exchange of information.

What your work environment will be : Most of the work time is performed in a standard office setting. Travel to various locations in the seven county metropolitan areas will be required with occasional out-of-state travel.

A driving record check and / or physical may be conducted if applicable to the job. If you have a criminal conviction you do not automatically fail. The Metropolitan Council considers felony gross misdemeanor and misdemeanor convictions on a case-by-case basis based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.
