This position serves as a GenTax Developer for the GenTax Registration supporting the Illinois Department of Revenue (IDOR). This position coordinates and conducts difficult and specialized application development for systems and / or sub-systems of average complexity associated with the Tax Data Warehouse & Research section in the GenTax Integrated Tax System. In this role you will confer with users to determine needed changes and enhancements and perform comprehensive studies and analyses of client needs and objectives. Essential Functions

  • Under general direction, serves as a GenTax Developer for the Department of Innovation & Technology (DoIT) supporting the Department of Revenue (IDOR) coordinating and conducting difficult and specialized application development systems and / or sub-systems of average complexity associated with the Collections – Audit - Warehouse & Research section in the GenTax Integrated Tax System.
  • Performs comprehensive studies and analyses of client needs and objectives including specification writing, coding, testing, audit trails, and developing control procedures.
  • Serves as project technical coordinator for standard projects including small / medium size hardware / software deployments and installations.
  • Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
  • Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
  • Requires one (1) year of professional experience in Application Services or a related Information Technology field.
  • Specialized Skills

  • Requires one (1) year of professional experience in application development utilizing Microsoft SQL, VB.Net, C#, and object-orientated programming, including designing, coding, testing, debugging, and documenting software solutions in accordance with established methodologies and security standards.
  • Requires one (1) year of professional experience conducting needs analysis, creating detailed technical specifications, coding, testing, implementing controls, and validating outcomes for requested changes to the GenTax systems, ensuring compliance with security and data integrity requirements.
  • Requires one (1) year of professional experience performing maintenance and enhancements within the GenTax Integrated Tax System, including ensuring security compliance and providing user support.
  • Requires one (1) year of professional experience utilizing electronic transfer utilities and securely managing Federal Tax Information in compliance with IRS Publication 1075 and other applicable security protocols and data integrity standards.
  • Preferred Qualifications

  • One (1) year of professional experience in application development utilizing Microsoft SQL, VB.Net, C#, and object-orientated programming, including designing, coding, testing, debugging, and documenting software solutions in accordance with established methodologies and security standards.
  • One (1) year of professional experience conducting needs analysis, creating detailed technical specifications, coding, testing, implementing controls, and validating outcomes for requested changes to the GenTax systems, ensuring compliance with security and data integrity requirements.
  • One (1) year of professional experience performing maintenance and enhancements within the GenTax Integrated Tax System, including ensuring security compliance and providing user support.
  • One (1) year of professional experience utilizing electronic transfer utilities and securely managing Federal Tax Information in compliance with IRS Publication 1075 and other applicable security protocols and data integrity standards.
  • One (1) year of professional experience analyzing, developing, and supporting complex functional areas within the Audit, Collections, Interfaces, and Discovery portions of the GenTax System, or of a similar enterprise tax processing system.
  • One (1) year of professional experience leading or coordinating software or hardware projects, including developing project plans, defining scope, scheduling tasks, monitoring progress, and delivering status reports to stakeholders.
  • Working knowledge of developing and executing comprehensive test plans, including preparing test scripts, creating test data, performing functional and regression testing, verifying logic paths, documenting results, and fine-tuning programs to meet system objectives.
  • Working knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
  • Developed verbal and written communication skills to clearly and concisely present technical and non-technical information to diverse audiences, including end-users, technical teams, and executive leadership, in both formal and informal settings.
  • Ability to develop and maintain effective working relationships with associates, vendors, clients and others.
