About the Policy & Markets Program : The NC Clean Energy Technology Centers Policy & Markets Program works to advance a sustainable energy economy by conducting objective research and analysis and providing education and technical assistance on energy policy issues nationwide. Energy Policy & Markets Program staff manage multiple high-profile national and regional energy policy research, analysis, and technical assistance projects that require an exceptionally high degree of expertise and leadership. The Energy Policy & Markets Program conducts work across numerous clean energy technologies and topics, including renewable energy, distributed energy resources, power decarbonization, grid modernization, transportation electrification, building electrification, energy efficiency, utility business models, rate design, and more. Many industry stakeholders, including policymakers and regulators, clean energy businesses, government agencies, non-profit organizations, utilities, and consumers depend on timely, high-quality data and analysis from the Energy Policy & Markets Program.

The Policy Analyst / Senior Policy Analysts role is to advance clean energy policy by researching, analyzing, and communicating solar-related policies and programs at the state and national level. The role provides both technical expertise and stakeholder engagement to support policy development, inform best practices, and contribute to innovative solutions that expand access to solar energy. By producing high-quality research, resources, and outreach, this position ensures stakeholdersincluding governments, utilities, and the publichave the tools and knowledge to advance equitable and effective clean energy initiatives.

Key Functions

Research and analyze solar policies, regulations, and programs across the U.S.

Track and synthesize clean energy policy developments to inform best practices and thought leadership.

Create educational resources, publications, and communications to share policy insights.

Provide technical assistance to local governments and utilities on solar programs and consumer protections.

Facilitate stakeholder engagement through working groups, workshops, and partnerships.

Collaborate on innovative policy solutions and pilot concepts to expand access to clean energy.

Represent the organization by presenting policy findings at conferences, workshops, and public meetings.

We will be hiring two positions from this recruitment, additionally this is an internal posting for current NC State permanent and temporary employees.

Other Responsibilities :

In addition to the core responsibilities of this role, there may be occasional opportunities to take on additional duties.

Identify and pursue new funding opportunities, including developing project concepts and writing grant proposals

Develop and support partnerships with other organizations

Engage with potential policy research and analysis clients and develop proposed scopes of work

May directly supervise one or more interns

Minimum Education and Experience :

Bachelors degree in environmental studies, public policy, political science, economics, or a related field

For the Senior Policy Analyst level, two or more years of relevant professional experience

Other Required Qualifications :

Introductory understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation

For the Senior Policy Analyst level, demonstrated understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation

Ability to work as a team player, along with capability to work independently with significant initiative on defined tasks and projects

Excellent attention to detail

Excellent analytical and organizational skills

Excellent written and oral communication skills

Willingness to travel as needed

Preferred Qualifications :

Advanced degree in energy or environmental policy, public policy, or a related field

Two or more years of relevant professional experience

Strong knowledge of clean energy policy regulation, especially policies and regulations relevant to residential and community solar energy in North Carolina

For the Senior Policy Analyst level, applied knowledge of clean energy policy regulation, especially policies and regulations relevant to residential and community solar energy in North Carolina

Experience and initiative to manage projects
