The Division
VTAs General Manager / CEO reports directly to VTAs Board of Directors. The Office of the General Manager / CEO is responsible for overall administration of VTA oversees VTAs construction planning financial and capital program efforts and strategies. The Office of the General Manager / CEO is VTAs Purchasing Agent executes and implements Real Estate transactions as authorized by VTAs Board of Directors as well as executes grant agreements in accordance with VTAs Administrative Code or as authorized by VTAs Board of Directors.
Definition
Under direction the Change Management Program Manager plans directs manages and administers VTAs Office of Change Management (OCM) programs with a primary focus on leading and supporting agency-wide business and operational transformations.
Distinguishing Characteristics
Change Management Program Manager is a single position classification that provides leadership expertise and dedicated resources to facilitate and support agency-wide change initiatives. This position works with a high degree of independence and is expected to carry out the necessary day-to-day activities without significant direction except in new or unusual circumstances. The incumbent serves as a subject matter expert on change management principles and methodologies providing guidance and support to departments and teams undergoing technology process and structural transformations. This role is critical in ensuring the successful implementation of organizational changes fostering a positive work environment and mitigating potential disruptions associated with transitions.
Ideal Candidate
The ideal candidate for the Change Management Program Manager role is a proven leader with documented experience managing enterprise-wide business process and operational transformations. This person has curiosity drive and is confident working with diverse groups of employees and other stakeholders at VTA. Attention to detail is very important in this role especially when managing internal relationships key performance indicators and project documents for external audiences.
A knowledge of change management strategies and methodologies is preferred plus demonstrated professional experience with change management and organizational change programs. Strong candidates will have strong presentation and interpersonal skills as well as experience facilitating meetings and creating collaborative meeting environments.

Employment Standards
Training education and experience that demonstrate possession of the required knowledge skills and abilities.
Development of the required knowledge skills and abilities is typically obtained through a combination of training education and experience equivalent to graduation from an accredited college or university with a four-year degree in business administration public administration organizational development or a related field; and four years of progressively responsible experience in change management organizational development or a related discipline with at least two years leading and managing organizational change initiatives.
Experience in a public sector environment is highly desirable.

Final candidates must successfully complete a Livescan background check reference checks verification of education or certifications and a criminal history review before appointment.
For sensitive positions VTA requires all safety-sensitive positions to have a 6-month DOT physical clearance. Obtained at the time of preboarding from a VTA-contracted Concentra Location.
Eligibility List
The established Eligible List from this recruitment will be used to fill the current vacancies and additional vacancies that may occur. Eligible Lists typically remain in effect for six (6) months.
