Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work two (2) days in office, with three (3) days work from home. In office days will be at the Wellington E. Webb Municipal Office Building located at, 201 W. Colfax Ave., Denver, CO 80202. Office hours are 8 : 00AM - 5 : 00PM, Monday - Friday. Employees must work within the state of Colorado on their off-site days.

Who We Are

The City and County of Denver's Office of the Independent Monitor (“OIM”) is seeking an experienced Senior Data Analyst. The OIM provides civilian oversight of the Denver Police Department (“DPD”) and the Denver Sheriff Department (“DSD”).

The OIM seeks to ensure accountability, effectiveness, and transparency in the DPD and DSD disciplinary processes by :

  • Monitoring internal affairs investigations involving uniformed DPD and DSD personnel;
  • Making recommendations on findings and discipline;
  • Publicly reporting on patterns of complaints, findings, and discipline;
  • Making recommendations regarding policy issues; and,
  • Promoting alternative and innovative means for resolving police complaints, such as mediation.
  • What You'll Do

    The Senior Data Analyst will work within the OIM’s policy team to conduct systematic analyses of policy issues within the DPD and DSD. The Senior Data Analyst will assist in administering the Independent Monitor's policy research program, reporting to and working closely with the Policy Director.

    Specifically, the Senior Data Analyst will :

  • Design and implement data analytics queries, tools, and methods.
  • Extract data from systems using SQL, Stata, R, and Python.
  • Prepare, transform, analyze, visualize, and dashboard data.
  • Apply statistical knowledge and understanding to DPD, DSD and OIM data.
  • Assist in the planning and management of data-driven evaluations of DPD and DSD policies and practices.
  • Play a lead role in the drafting, reviewing, and editing of regular reports on patterns in complaints, investigation outcomes, and policy issues.
  • Conduct best practice research to identify and catalog potential solutions to policy issues.
  • Write succinct memorandums summarizing the results of research and data analysis.
  • Deliver presentations to conferences, government stakeholders, and internal audiences.
  • Assist with reviewing all output produced by the policy team to ensure error-free analysis and written work products.
  • Perform other related duties as assigned or requested.
  • What You'll Bring

    Our ideal candidate will have some or all of the following :

  • A graduate degree in Mathematics, Data Science, Data Analytics, Statistics, Computer Science, Management Sciences, Engineering, Public Administration, Business Administration, Government Analytics, Sociology, Political Science, Public Policy, Criminal Justice, Criminology, or a discipline that includes the application of data analysis and statistical applications.
  • Proficiency with programming languages such as SQL, Stata, R, SPSS, SAS, Python, and software such as Microsoft SQL Server and Power BI.
  • Experience conducting applied research in a government or policy-focused setting and writing reports summarizing key findings.
  • The ability to produce accessible documents and presentations suitable for the public and policy makers.
  • Demonstrated interest or experience in criminal justice oversight.
  • Required Minimum Qualifications

  • Education : Bachelor's Degree in Business Administration, Public Administration, Finance, Management, or a related field.
  • Experience : Three (3) years of progressively responsible professional experience in administrative, management, and operational analysis work which must have included analyzing management problems and recommending solutions and implementation strategies.
  • Education / Experience Equivalency : One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • License / Certifications : None
