Senior Web Developer and SharePoint Designer
to join our team supporting the United States Coast Guard (USCG) at the Aviation Logistics Center (ALC)-Information Systems Division (ISD). In this role, you will lead the architecture and design of enterprise SharePoint solutions and web development initiatives that enhance logistics, operational workflows, and enterprise knowledge management across USCG. The ideal candidate will possess extensive experience in modern SharePoint Online / 2019 development, custom UI / UX design, and workflow automation within a DevSecOps environment. Your contributions will be vital in designing secure, scalable, and user-friendly digital workspaces that align with the strategic goals of the USCG. Primary Responsibilities : Architect, develop, and maintain SharePoint-based solutions (SharePoint 2016 / 2019 / Online) that improve collaboration, data sharing, and mission effectiveness. Design and create responsive, user-centered websites, portals, dashboards, and intranet systems that support USCG business processes. Build custom SharePoint features, web parts, site templates, and workflows utilizing Power Automate, Power Apps, and SharePoint Designer. Integrate SharePoint with external systems such as Azure AD for authentication, Microsoft Teams, Outlook, and critical USCG applications. Ensure modern branding and consistent UI / UX design that adheres to ALC-ISD's enterprise standards and usability best practices. Manage access controls and permissions with AD-integrated SharePoint groups, ensuring role-based access control (RBAC) in line with cybersecurity requirements. Provide technical leadership throughout the full software development lifecycle (SDLC) using Agile and DevSecOps methodologies. Develop essential documentation, standard operating procedures, training materials, and system user guides for seamless knowledge transfer and user enablement. Conduct system testing, performance tuning, and quality assurance to guarantee reliable operations and support. Respond to help desk tickets, troubleshoot SharePoint and web-related issues, and deliver user support and training as necessary. Stay informed on emerging Microsoft 365 technologies, SharePoint Framework (SPFx) updates, and industry best practices for ongoing platform enhancement. Perform all other duties as assigned by management. Skills / Qualifications : Expert-level experience with SharePoint 2016 / 2019 / Online, SharePoint Designer, Power Platform (Power Apps / Power Automate), and web technologies (HTML5 / CSS3 / JavaScript). Strong understanding of Azure AD integration, Active Directory roles / groups, and Microsoft 365 enterprise implementations. Proven ability to create dynamic pages, advanced forms, and metadata-driven workflows through both low-code / no-code and custom development methods. Familiarity with Kubernetes, Bitbucket, Jira, and Confluence within Agile / DevSecOps pipelines. Exceptional visual design capabilities and a user-focused mindset for crafting intuitive, accessible interfaces. Experience in implementing secure SharePoint solutions compliant with DHS 4300A, NIST 800-53, and DoD cybersecurity standards. Education / Experience Requirements : Bachelor's or Associate's degree in Computer Science, Mathematics, Information Technology, Engineering, or related field. Relevant experience may substitute for formal education. A minimum of five (5) years of experience with HTML, JQuery, Web Services, and SharePoint Designer. At least two (2) years of experience with Kubernetes, Jira, Confluence, and Bitbucket. Two (2) years of experience in an Agile DevSecOps software development environment is required. Experience in supporting federal government enterprise applications is preferred. Clearance : U.S. citizenship is required. Must have or be eligible to obtain a Position of Public Trust or DoD Secret Clearance. Certification Requirement : CompTIA Security+ certification is required. Additional certifications (Network+, AWS Certified Cloud Practitioner, Microsoft Azure Fundamentals, ITIL Foundation, TOGAF, or similar) are a plus. Work Location : Elizabeth City, NC - On-Site - Hybrid. North Carolina Region - Availability to work onsite two to three days a week is required.
