Overview : REMOTE Consultant in San Francisco CA / / hours a week

The Judicial Council of California has invested in a cloud-based, Branch-wide data warehouse to facilitate secure data transfers, exchanges, and reporting for high-impact initiatives.

Having successfully onboarded approximately courts, we are preparing to scale statewide to all courts. To maintain alignment between business user needs and technical implementation, the Judicial Council seeks a temporary management consultant to ensure the platform delivers actionable results that align with RAD's data roadmap and data portfolio, such as measurable business value, data accuracy, scalability, and efficiency.

Position duties and responsibilities include :

  • Understand current state and how it relates to RAD's data roadmap and data reporting needs.
  • Engage with product, IT, and data stakeholders
  • Map end-user functionality
  • Review and document existing data flows, responsibilities, escalation paths, and support model.
  • Highlight areas for improvement in ownership and metadata.
  • Build Alignment Around Next Steps
  • Work with Operations Architect to translate findings into technical and organizational opportunities for RAD
  • Facilitate meetings focused on priorities and areas for improvement.
  • Client groundwork for shared principles and long-term platform maturity

Deliverables

  • Discovery Brief
  • Analysis of how current architecture and practices impact data quality and trust
  • High-level recommendations for improvement, stewardship, and maintainability
  • Execution Roadmap
  • Phase : Tactical improvements, , targeted refactors, ownership recommendations.
  • Phase + : Structural evolution, , improved metadata, clearer contracts, platform governance enhancements
  • Required Skills

  • Minimum Job-Specific Skills / Qualifications Required (in order of relative importance) :
  • Extensive experience as a business data consultant versed in architecture and technologies to support cloud-based data warehouses.
  • Project management and documentation skills.
  • Ability to analyze issues and recommend solutions.
  • Project management experience, including conflict resolution, issue escalations, status reporting and resource management.
  • Experience creating policy or governance documents.
  • Excellent oral, written, analytical and communication skills with the ability to lead a technical discussion with technical and non-technical staff.
  • Excellent analytical, verbal, and conflict resolution skills.
  • Experience leading and working with cross-functional teams.
  • Understanding of data automation and data pipelines from a business data owner perspective.
  • Additional Skills / Qualifications Desired :
  • Understanding of courtroom operations and workflow.
  • Experience in government (State) setting.
  • A technical understanding of tenancy in a cloud-based data warehouse.
  • Experience with Snowflake, Talend, and PowerBi.
  • Excellent presentation skills for both technical and non-technical audiences, including creating and presenting executive summaries to management and technical committees.
  • Experience in user research and data analysis.
  • Experience working closely with Security and Compliance on programs (for example, FedRAMP, SOC, GDPR) to ensure best practices.
